Research On The Optimization Of Endowment Insurance System For Land-lost Farmers In Tongcheng City Based On Holistic Governance

In recent years,China has prompted a large number of rural areas around the city to continuously transform into urban communities.The scale of rural areas has been shrinking and the scale of cities has been growing.In this difficult transformation process,more and more farmers have lost valuable land.Landless farmers are different from ordinary farmers and urban residents.They have lost their original land and lack relevant skills.Under the influence of multiple difficulties,they are often prone to blind obedience and slackness,becoming a factor of social disharmony and instability.The labor income of landless farmers has decreased,and they need all kinds of social security to maintain their basic livelihood.In the context of the aging society,endowment insurance is more important for landless farmers.The endowment insurance policy of land lost farmers should also keep pace with the times,so optimizing the endowment insurance policy of land lost farmers is an important issue that needs to be solved urgently at the current stage.The optimization of the endowment insurance policy for landless farmers in Tongcheng City,Anqing District,Anhui Province,is based on the social insurance theory of social security and the integrated governance theory of public management,combined with New Plan issued by the State Council on February 21,2022.From the perspective of grassroots practice,This paper expounds the current situation of land acquisition and compensation for landless farmers in Tongcheng City,investigates the implementation status and existing problems of the endowment insurance policy for landless farmers in Tongcheng City,puts forward some optimization measures,hoping to provide reference for relevant departments to formulate new endowment insurance policies for landless farmers.First of all,it gives the background and significance of the theme,summarizes the research results of endowment insurance for landless farmers at home and abroad,and focuses on the overall governance theory of public management and the social insurance theory of social security.Clarify the research difficulties and innovations.Secondly,it introduces the current situation of the implementation of the endowment insurance policy for landless farmers in Tongcheng City,and expounds the current situation of land acquisition and compensation for landless farmers in Tongcheng city.On the basis of the questionnaire survey,the problems existing in the implementation of endowment insurance for landless farmers in Tongcheng city are found out,and the causes of these problems are emphatically analyzed.Finally,drawing on the valuable experience of Chongqing,Shanghai,Jiaxing and other cities in solving the old-age insurance problem of landless farmers,and guided by the theory of holistic governance.
