In recent years,the national farmers’ professional cooperatives have developed vigorously,and a number of typical leading cooperatives have been born,leading the further development of farmers’ professional cooperatives and have a good momentum;However,at the same time,the problems accumulated in the rapid development of small and scattered,scattered and chaotic,disparate and chaotic,diseconomical scale,and irregular operation also need to be solved urgently.The rural revitalization strategy proposed in 2017 has also brought new opportunities and requirements for the development of farmers’ professional cooperatives.Many scholars have conducted performance evaluation and research on influencing factors of farmers’ professional cooperatives,trying to explore the path or mechanism for the better development of farmers’ professional cooperatives.However,on the whole,there is still relatively little research on the development status,existing problems,performance evaluation and influencing factors of farmers’ professional cooperatives in underdeveloped areas of ethnic minorities in southern Xinjiang and other western regions,and the existing research is insufficient and in-depth.Many scholars evaluate the performance level of farmers’ professional cooperatives from two aspects: service performance and governance performance.Kuqa City is located in Aksu Prefecture,one of the four prefectures of southern Xinjiang,the southern Xinjiang farmers’ professional cooperatives have their own development characteristics,and the rapid development of its farmers’ professional cooperatives is more due to the poverty alleviation period In order to lead the masses out of poverty,the government has vigorously supported the new business entities,so the development level of its cooperatives is largely reflected in the level of driving the economy and employment.This study will take Kuqa in typical cities in southern Xinjiang as an example,combine the economic and social situation of Kuqa and the development of farmers’ professional cooperatives,understand the development status of Kuqa farmers’ professional cooperatives through field investigation,achieve results and existing problems,and conduct SWOT analysis.Governance performance,service performance and economic performance were selected as important indicators to measure the performance level of Kuqa farmers’ professional cooperatives,and effective data of 100 planting,breeding,forestry fruit and vegetable cooperatives in Kuqa were investigated and obtained,and the current performance level of Kuqa farmers’ professional cooperatives was measured by factor analysis method,and the results showed that:(1)the overall performance level of Kuqa farmers’ professional cooperatives was high;However,the level of performance between individuals is uneven,especially in terms of economic development level and driving ability.(2)The governance performance score of Kuqa farmers’ professional cooperative was relatively high,followed by economic performance score,and the service performance score was the lowest;It is necessary to combine the current rural revitalization strategy and vigorously improve service performance and economic performance with the help of policy support advantages such as funds,talents,and technology.Based on the theory of resource foundation,using multiple regression analysis,the factors affecting the performance level of cooperatives are further studied from the three aspects of material capital resources,human capital resources and organizational capital resources,and the results show that:(1)The amount of registered capital and service facilities in material capital resources have a positive and significant impact on the performance level of cooperatives,and cooperatives should be encouraged to introduce more equity funds,strengthen financial strength,actively introduce advanced technology and deep processing service facilities,enrich service content,and improve service performance.(2)Brand building and government support in organizational capital resources have a positive and significant impact on the performance level of cooperatives,and more attention should be paid to the support and guidance of cooperative brand building,and at the same time increase support for cooperatives in capital,technology,talents and other aspects to improve the performance level of cooperatives.(3)The cultural level of the person in charge in the human capital resources also has a more obvious positive effect on the performance level of the cooperative,and attention should be paid to the training of the person in charge of the cooperative and related personnel,and provide more opportunities for academic improvement.The age of the person in charge has a negative impact on the performance level of the cooperative,and the training and introduction of young "three rural areas" talents should be strengthened.Finally,based on the results of field research and empirical analysis,the following policy recommendations are put forward:(1)cooperatives should improve service facilities and improve service performance;(2)It is necessary to introduce equity funds and enhance financial strength;(3)It is necessary to cultivate and build the brand and culture of cooperatives;(4)It is necessary to increase the introduction and training of talents,especially young and highly educated "three rural areas" talents;(5)Cooperatives themselves should enhance endogenous motivation,stimulate farmers’ enthusiasm for participation,and improve management level and ability;(6)It is necessary to strengthen management and standardize the cooperative system and mechanism;(7)The government should continue to support cooperatives.
