| Weining County in Guizhou Province was once designated as a contiguous poverty-stricken area county by the State Council,making it the county with the highest number of impoverished people in the province.However,due to its unique natural resource advantages,Weining County is suitable for large-scale apple cultivation and the development of highquality apple industry,making it a famous apple planting advantage area in southwestern China.Focusing on the goal of poverty alleviation,the Weining County Government has increased policy support to promote the improvement of the poverty alleviation effect of the apple industry.Entering the era of consolidating the achievements of poverty alleviation,the development of the apple industry in Weining County is facing problems such as lagging cultivation of a moderate scale operation system,lagging construction of supporting infrastructure,and lagging industrial chain construction,which have become bottlenecks restricting the transformation,upgrading,and high-quality development of the apple industry.Therefore,based on a systematic summary of the poverty alleviation effect of the apple industry in Weining County,this article analyzes the main problems and their causes that affect the poverty alleviation effect and industrial development of the apple industry in Weining County,and proposes countermeasures and suggestions to promote the transformation and upgrading of the apple industry in Weining County.This article follows the research approach of "identifying problems that affect the poverty alleviation effect and industrial development of the apple industry in Weining County→normative analysis → case analysis and quantitative analysis → research conclusions →countermeasures and suggestions" to conduct a systematic study.Based on the literature research results and from the perspective of promoting the prosperity of the apple industry in the post poverty alleviation era,based on the theory and methods of agricultural industry economy,a system for evaluating the development and poverty alleviation effectiveness of the apple industry is constructed to study the poverty alleviation effectiveness and transformation and upgrading status of the apple industry in Weining County,Guizhou Province.Taking apple growers and fruit related enterprises in some townships of Weining County as research objects,and using different apple households and fruit companies in the apple industry as entry points,on-site investigations were conducted to collect the input-output situation of households with different apple production modes.From the analysis of policies to promote the development of the apple industry in Weining County,the case study of the apple industry mode in Weining County,and the production efficiency of apple households in Weining County,analyze and summarize the causes of actual problems in the poverty alleviation process of the apple industry in Weining County,the positive effects of poverty alleviation in the apple industry,and the impact of actual problems on the poverty alleviation effect and industrial development of the apple industry;Propose targeted countermeasures and suggestions to promote the transformation and upgrading of the apple industry in Weining County,providing reference for the sustainable and high-quality development of the apple industry in Weining County in the new stage of the 14 th Five Year Plan.According to the research content and logical relationship of the paper,the research content is planned into five parts:(1)Clarify the research background and significance of this article,identify the key issues to be studied and solved,sort out relevant literature and achievements at home and abroad,design the main research methods,theoretical basis,and technical route used in this article,and explain the innovation and shortcomings of this article.(2)Elaborate on the specific policies and overview of promoting the development of the apple industry in Weining County,and evaluate and analyze the policies.At the policy level,explore the positive factors that drive the development of the apple industry and the causes of actual problems.(3)Based on the results of on-site research,representative and typical cases of apple production models are selected for case analysis,which intuitively reflects the poverty alleviation and income increase effects of the apple industry.The actual problems that hinder the development of the apple industry in policy implementation are analyzed,and their impact on the poverty alleviation effectiveness of the apple industry in terms of income increase is analyzed.(4)Quantitative analysis is conducted based on on-site research data,using the DEA model to calculate the production efficiency of apple households.The analysis results are combined with policy analysis and case analysis to evaluate the effectiveness of poverty alleviation in the apple industry in terms of households’ technical level and scale level.The actual problems in the development of the apple industry are analyzed to determine how they affect households’ apple production efficiency.(5)Based on the aforementioned analysis and research results,summarize and evaluate the poverty alleviation effect of the apple industry in Weining County,elaborate on the research conclusions,and from the perspective of industrial prosperity,clarify the difference between industrial prosperity and industrial poverty alleviation.Propose corresponding countermeasures and suggestions to solve practical problems to promote the transformation and upgrading of the apple industry in Weining County in the post poverty alleviation era,and prospect the development of the apple industry in Weining County.Research shows that:(1)The poverty alleviation effect of the apple industry in Weining County is significant.Thanks to the leadership of the Weining County Government and the joint participation of leading enterprises such as Weining Chaoyue Agriculture Co.,Ltd.,the "government+company+technology+base+households" apple industry poverty alleviation model has played a significant advantage in the process of poverty alleviation,with significant income increase effects,effectively assisting impoverished households in stabilizing poverty alleviation,and improving the production technology and scale level of households.(2)The practical problems in the poverty alleviation of the apple industry in Weining County,such as the lagging cultivation of a moderate scale management system,the lagging construction of supporting infrastructure,and the lagging construction of the entire industrial chain,are not conducive to increasing households’ income,mastering production technology,and optimizing production scale,and are not conducive to the long-term development of the apple industry.(3)The causes of practical problems such as the lag in cultivating a moderate scale operation system,the lagging construction of supporting infrastructure,and the lagging construction of the entire industrial chain come from aspects such as policy goal design,policy support and guarantee,and the subjective will of production entities themselves.Based on the above research conclusions,suggestions are as follows:(1)The design of the transformation and upgrading plan for the apple industry in Weining County mainly focuses on cultivating a moderate scale operation system for apples and optimizing the layout of the apple industry;(2)Improve the financial and insurance special support for the apple industry,and enhance its ability to resist risks;(3)Focus on promoting the construction of basic supporting facilities for the apple industry and improving the quality of apple production;(4)Upgrade and construct the technology service system and brand system to promote the sales of Weining apple;(5)Promote the development of external transportation and logistics,and facilitate the export of apples from Guizhou;(6)Building a modern agricultural full industry chain for the apple industry;(7)Improve policies and implement them in areas such as the transformation and upgrading of thinking among practitioners in the apple industry. |
