Study On Value For Money Evaluation Of Rural Complex Project Under PPP Mode

With the continuous integration of urban and rural areas,the structural reform of agricultural supply side and the promotion of rural revitalization,the rural complex has become a new mode of rural development,adding new vitality to the development of rural economy.Due to the large scale of investment in the early stage of the rural complex project,and the government is faced with great financial pressure and insufficient funds,the construction of rural complex project using PPP mode has been strongly supported and promoted by the state.At present,the rural complex is still in the early stage of exploration and development.In the actual operation process of the project,there are also some cases of failure when PPP mode is adopted.Therefore,this paper hopes that through the established qualitative and quantitative evaluation model of value-for-money of rural complex projects under the PPP mode,it can help judge whether the PPP mode can save more financial costs for government departments than the traditional government procurement mode,so as to truly realize the value-for-money of rural complex projects.In this paper,through the study of a large number of literature,the concept of value for money evaluation of pastoral complex projects under the PPP model and related theories are deeply discussed.In addition,the limitations of the current qualitative evaluation system are analyzed.While retaining the economic benefit indicators in the qualitative evaluation system,it also introduces the social benefit indicators and environmental benefit indicators,and provides a detailed description of the qualitative indicators.At the same time,the indicators are divided into two levels of indicators.The entropy weight method is used to determine the weight value of each index,and the relationship between each index is comprehensively considered.The error of subjective weighting method affected by human factors is corrected,and the value-for-money qualitative evaluation system of PPP project is optimized,which makes the value-for-money qualitative evaluation model more objective and reliable.Thirdly,the composition and calculation method of PSC value and PPP value in value for money quantitative evaluation,as well as the selection method of discount rate are analyzed.In order to better assess the risk,the improved grey relational degree method and set value statistical method are used to determine the risk weight value of each indicator layer and the occurrence probability value of each risk.Through these methods,the risk cost is finally quantified,and the risk is distributed according to the reasonable risk sharing principle.Finally,based on the characteristics of the PPP project of rural complex in China,the qualitative and quantitative model of value-for-money has been applied to the case of the PPP project of beautiful rural complex(phase I)in L city,and the constructed model has been evaluated and the feasibility and rationality of the model has been demonstrated.The qualitative and quantitative evaluation results show that the construction and operation of the PPP project of Beautiful Rural Rural Complex(Phase I)in L city can effectively save the project cost,which is more cost-effective than the traditional government procurement model.
