The household contract responsibility system is an innovation agrarian policy with Chinese characteristic, which is of great historical significance on the liberation and development of rural productive forces. But with the economic and social development, this system has been facing serious challenges. Especially, the conflict between the dispersion of land possession and the land large-scale management makes allocation of resources inefficient. Based on this, the circulation of land contract-management right makes up for this depression. At the same time, the land transfer willingness and behavior of the farmers will become a major concern implementation of the system.This dissertation starts with the summarizing of the theory transition of china's rural land, the study on farmers'economic behavior and the experience of rural land circulation and determinants of land transfer behavior. The research is mainly on the farmers'act on land contract-management right based on the case of Yiwu City, trying to come to the factors among the economically developed areas.This research focus on the factors on the behavior of peasants who in-transfer farmland and the peasants who out-transfer farmland. According to the model:(1) "educational level", "agricultural income", "expectation on the land expropriation income" effect the household behavior of outflow and inflow land.(2) Other factors that affect farmers'behavior of land outflow are " occupation of the household "," family size "and" whether in endowment insurance, and " whether is in endowment insurance " is the greatest impact.(3) "family income" is another factor on the farmers' behavior of land inflow, and "educational level" is the greatest impact. Meanwhile, the paper also summarizes the root causes about why the factor have differences between two kinds of flow behavior, namely, the two groups are different:the lower income lower of agricultural production lack of attractiveness for the land supply side, because they are concerned about whether there is adequate protection of life; and large scale agricultural operations made certain requirements to the land demand side, so the level of education has become an important factor.According to the results of investigation and data analysis, several policy implications are drawn:1,Promote the publicity of policies, fully play the functions of collective organizations and solve the imbalance in circulation.2,Strengthen the training of farmers, especially large contractors to increase agricultural earnings.3,Reinforce supervision to avoid all kinds of potentially illegal behaviors in transferring the contractual right of land.4,Complete legal construction in land property right to enforce farmers'confidence in the stability of land property right and accelerate the sustainable development in circulation.5,Improve the service of governments in the process of transferring the land contractual right.6,Keep enhancing the village social security system and remove farmers'fear after transferring.
