China continue to increase the scale rural land circulation, the speed of land circulation continues to accelerate,the transfer of the body and the forms of circulation began to increasingly diverse since the beginning of the new century.The "Central Document No.1"of 2013 states to according to the principle of voluntary payment to guide the right to the contracted management of rural land.encouraging and supporting the contracted land circulation to the professional large family,family farm and farmer cooperatives, developing the various forms of moderate scale operation.The Communique of the Third Plenary Session of the 18th Central Committee of the CPC pointed out to give farmers more property rights to protect the rights of member of peasant collective economic organizations of farmers, developing the farmer stock cooperation actively, to give farmers the rights of occupation collective assets, income, paid out, collateral, guarantees and the right of inheritance. Land transfer policy was innovated by these policy.With more and more policies to support the land transfer, the current land transfer gradually rise and the scale is also growing in China. But due to some places on the national policy implementation didn't reach the designated position, farmers was not enough to understand the policy, many local circulation regulation is not in place, staff abuse of their power, The phenomenon of force land action many harm farmers' rights and interests, to enable farmers to gradually lose the trust of government, and caused by the contradictions and conflicts.More and more problems increasing,such as uncoordinated, unhealthy, unsustainable, these brought adverse effects to the social development and farmers. Carry out land circulation are closely related to farmers' willingness,it's necessary to respect the wishes of farmers. Through the analysis of the factors that influence farmers'willingness can find on the significant factors that effects the farmers'willingness of land transfer, according to these influence factors to design a suitable local land circulation patterns,and put forward countermeasures and suggestions to promote the speed of transfer land, It's great significance to have a theoretical of speed up rural land circulation.The research process of this paper shows as follows:Liulin County which is the typical hilly and mountainous areas of Shanxi province, choosing 15 towns in Liulin County as the study area. Based on the a great mumber of documents reading, the concept theory of land circulation learning, understanding the dynamic research by scholars at home and abroad, designing the related questionnaire of rural land transfer and field survey to the Liulin County; Binary Logistic Regression method was used to analyze the investigation data of farmers'willingness of land transfer, obtain the influence factors of farmers' willingness to transfer land, and find out the current problems in the process of Rural Land Circulation in Liulin County of,Then design different kinds of land transfer pattern.At last,suggestions and meatures were put forward. The main conclusions are as follows:(1)The ratio of farmers who were willing to participate in land transfer was 26.2 percent,192 households, the ration of 73.8 percent,which are no willingness to transfer their land.Thus, farmers' willingness of land transfer is not high on the whole in Liulin County. Improving the farmers' willingness for priority when promote the land circulation work in the future.(2) The results indicated five major impacting factors including the number of household labor force,the farmer's age, family income, migrant labor situation, the level of mechanization.Among the factors,the migrant labor situation factors showed positive correlation relationship with farmers'willingness of land transfer.However,the last four factors showed negative correlation relationship.(3)The farmers have a strong desire for scale land management, there are some large agricultural machinery has begun to scale. There are few factors limit sufficient conditions for scale management.,such an small and medium agricultural machinery in the home, farmers enthusiasm that transfer land was not higher.(4)At present,there were some key problems which limited the land transfer:shortage and low quality of labor, labor age was older,The farmers know little transfer policy,the farmers had the low willingness to transfer.fragementation and big area gap of cultivated land, landwas not concentrated and so on.(5) The 15 towns will be divided into three zones according to the existing process of Liulin County Land Circulation.Designed three kinds of land transfer pattern:government oriented land transfer pattern, delegate type transfer pattern and principal type household internal joint pattern. Three kinds of design patterns can put forward targeted land circulation design anfd suitable for different types of land circulation according to different circumstances. |
