Driven by the dual development of industrialisation and urbanisation in China,the demand for construction land is increasing,and the shortage of urban land resources has become an important factor restricting sound social and economic development.While the contradiction between supply and demand of urban construction land resources has become prominent,rural collective construction land is restricted by the dual land system between urban and rural areas and cannot enter the trading market,resulting in idle and wasted land resources.To promote the integrated development of urban and rural areas,effectively revitalise idle land resources in rural areas and raise farmers’ incomes,the State Council began a new round of land system reform in 2015 and selected 33 counties(cities and districts)as pilot projects to reform the market for collective rural construction land for business purposes.In the process of continuously promoting the market entry of rural collective management construction land,the importance of reasonable distribution of proceeds has gradually come to the fore and become a key aspect.How to balance the interests of the various allocation subjects and fairly distribute the proceeds is an important research topic.Based on a systematic literature review,this paper identifies the boundaries of the scope of collective management construction land,the essential sources of the proceeds from the market transfer and their distribution mechanisms,takes the contribution value of each subject as the basis,takes Longxi County in Gansu Province as the study area,analyses the existing policy texts in each pilot area,and applies the game theory Shapley value method to find out the proportion of proceeds due to each subject participating in the distribution of proceeds.The theoretical and practical proportions of the proportion of benefits that each participant should receive,and then analyse the reasons for this.The study shows that:(1)the theoretical and practical proportions of the distribution of proceeds to each participant in the study area are basically the same,with the collective receiving the most proceeds,followed by the government and individual farmers,but there are also deviations,mainly due to inconsistent standards for measuring the complexity of land costs and the inconsistent interests of the various participants;(2)the proceeds generated from market transfers are influenced by their sources,and there are differences in the total proceeds generated under different market entry models.At the same time,the proportion of revenue distribution will be constrained by a variety of factors,such as land location conditions,land use of the marketed land,territorial spatial planning,and market supply and demand.(3)For different regions to build a differentiated revenue distribution mechanism according to local conditions,reasonable distribution of revenue,sound revenue distribution system,but also pay attention to the use of collective revenue regulation.Combined with the problems of the lack of supporting planning for market entry,insufficient policy publicity,confusion in the market entry revenue distribution scheme,disorderly development of collective business construction land,and unreasonable distribution of collective internal revenue in the process of transferring revenue in Longxi County as shown in the study,it is proposed to improve the top-level design of the market entry system,strengthen policy guidance,develop a multi-factor linkage revenue distribution model,establish The policy recommendations include improving the top-level design of the market entry system,strengthening policy guidance,formulating a multi-factor linkage revenue distribution model,establishing a collective land development reserve institution,and improving the mechanism for individual farmers to participate in the revenue distribution system,so as to help the market entry of rural collective operating construction land to be comprehensively promoted.
