After more than30years of reform and opening up, China has witnessed rapidgrowth in agriculture, which made a great contribution to China’s rural area andeconomic construction. However, we need to be clearly aware that agriculture, alwaysas a basic industry, is weak in its own development and that growth in farmers’ income,agricultural modernization, new rural construction have remained the focus of China.According to China’s existing law, any unit or individual must obtain state-ownedconstruction land through application, which means if the right of use of rural collectiveconstruction land must be obtained by entering the market, the only approach is tochange the rural collective construction land into state-owned land through governmentrequisition so that the right of use of the land can be resold. In the process of collectiveconstruction land circulation, revenue obtained by selling land becomes the main forceof government extra-budgetary revenue and this revenue in part of cities and countieshas exceeded half of property income. The unbalanced distribution of collectiveconstruction land revenue together with excessively small ratio in the property incomeof farmers leads to continuous widening of urban-rural gap and extremely unbalancedurban-rural development; the contradiction between waste of rural collectiveconstruction land and shortage of urban construction land becomes increasingly serious;private trading market of collective construction land is out of order. The CentralCommittee attaches great importance to the above problems and has successively issued9“No.1Central Documents” themed “agriculture, rural areas, farmers” from2004to2012. This indicates that guaranteeing farmers’ land interest, promoting increase infarmers’ income, choosing rural collective construction land circulation approach thatsuits China’s national conditions and accelerating reform of rural collective constructionland circulation system are the top priorities of China.In order to promote efficient collective construction land circulation, a collectiveconstruction land circulation approach that suits all parties should be chosen whiletaking into account of benefits of farmers and collective economic organization,enterprises and government so that land revenue can better serve farmers and rural areasand guarantee balanced urban-rural development, thus pushing forward the process ofsocial development.This thesis, by analyzing and summarizing the existing research achievements, analyzes characteristics of all types of collective construction land circulation modesand interest patterns and behavioral approaches of government, farmers (ruralcollectivity), enterprise (to which land is transferred) in facing all types of ruralcollective construction land circulation modes. In combination with relevantgovernment land policy documents, the thesis also studies examples of approachselection during the process of rural collective construction land circulation inChengdu-Chongqing trial area (national urban-rural pilot), and analyzes the system ofapproach selection during the process of rural collective construction land circulation. Itputs forward where improvement needs to be made so as to promote rural collectiveconstruction land circulation in other areas nationwide. In this way, the contradiction ofconstruction land can be relieved, property income increased and urban-rural gapshortened.
