In 2017,China's urbanization rate rose to 58.52%.According to the international division of the world's urbanization process,China's urbanization is still in the stage of rapid growth of urbanization.The rapid expansion of urban area need to use a large number of urban construction land to achieve the purpose of support to the development of city construction,with the rapid development of China's urbanization,the city of unused land will not be able to fully supply meet the demand of urban construction land use,construction land users seek to use the rural collective construction land instead of urban construction land,thus makes the collective construction land transfer of initiated automatically becomes active.As the property right of rural land cannot be clearly defined,the transfer system of collective construction land is not perfect,and the government regulation is absent,there are still many problems to be solved in the spontaneous transfer of rural land.The transfer of rural collective construction land can bring the income of land transfer to farmers'collective and individual and promote the construction of new urbanization,but it also causes damage to the interests of farmers' collective and individual.So the transfer of rural collective construction land transfer pattern,the rural collective construction land transfer value-added income and distribution,analysis of problems existing in the process of collective construction land transfer,explore the perfect set of rural construction land transfer system policy advice,to regulate the transfer of collective construction land spontaneous and advance the collective construction land market transfer,and promote the construction of the new urbanization is of great significance.In September 2016,Dali was added as a reform pilot city that allowed rural collective operating construction land to enter the legal transfer of the market.In October 2017,the report of the Nineteenth National Congress of the Communist Party of China(CPC)put forward:"it is necessary to deepen the reform of the rural collective property right system,safeguard the property rights and interests of peasants,and strengthen the collective economy.Under the background that the rural collective construction land is allowed to enter the market transfer,this paper chooses the rural collective construction land transfer in Dali city as the research object for analysis and research,which is of great practical significance.This paper summarizes the domestic and foreign literature on land transfer research,and simply grasps the general situation of rural collective construction land transfer,which lays a foundation for follow-up research.In Dali city staff workers,villagers and the village committee,the land user interviews and field survey of rural collective construction land transfer,comprehensive summing up the present situation of rural collective construction land transfer the Dali,after analysis found that the presence of spontaneous transfer of rural collective construction land land transfer price is low,inefficient land use,land property right is not clear,lack of land transfer trading system guarantee and government regulation,land transfer without effective intermediary organizations,land transfer behavior of external costs borne by the farmer collective and land transfer main body has a lot of features,etc.Based on the specific study of collective construction land transfer cases,it is estimated and analyzed the value-added benefits and distribution status of collective construction land transfer under different transfer modes,and it is concluded that the transfer mode of rural collective construction land entering the market is more conducive to the realization of pilot reform and the development and construction of new urbanization.Finally,in combination with the practical situation of the Dali and the cause of the problem of rural collective construction land transfer analysis and research,by using the theory of institutional change,government regulation theory and the villagers autonomy system requirements,from two aspects of land related system and the villagers autonomy system,put forward to perfect the Dali system of rural collective construction land transfer policy recommendations.
