| Since the 19 th National Congress of the Communist Party of China proposed high-quality development,China’s economy has gradually entered a new stage of prioritizing quality.As an important part of China’s economy,the development of the tea industry in Guizhou Province is crucial for the implementation of China’s high-quality development strategy.So,what are the requirements for the tea industry in the wave of high-quality development? What is the level of high-quality development of the tea industry in Guizhou Province since the proposal of high-quality development? How to evaluate the level of high-quality development of the tea industry in Guizhou Province? These are undoubtedly major theoretical and practical problems that urgently need to be addressed in promoting the modernization of agricultural industries and implementing the rural revitalization strategy under the background of high-quality development of the national economy.To answer these questions,this paper first attempts to define the concept of high-quality development of the tea industry,clarifying that the high-quality development requirements of the tea industry embody both internal development and external effects of high quality.The high quality of internal development is specifically reflected in high tea quality and safety,and optimized industrial structure,while the high quality of external effects is specifically reflected in high-quality economic,social,and ecological benefits.This paper uses the LMDI method to analyze the pattern of tea production and contribution factors in Guizhou Province from 2000 to2019,and finds that the increase in production mainly comes from the expansion of actual picking area,and the contribution of unit output is weak.However,the contribution rate of actual picking area to tea production shows a "reverse U-shaped" trend,and in recent years,unit output has gradually played a role in driving tea production.Subsequently,this paper uses the Nvivo11 qualitative analysis software to cluster and encode provincial-level tea-related policy documents after 2007,and finds that in recent years,the tea-related policy documents in Guizhou Province have gradually transformed from emphasizing scale,products,and speed to quality and brand,as well as efficiency.Since the 21 st century,the extensive development driven by factor input has promoted the rapid growth of tea plantation area and tea production in Guizhou Province,successfully solving the problems of "having or not" and "being rich or not".However,the neglect of development quality has also caused problems such as high production but low unit output,many brands but few leading brands,and lagging processing technology and marketing level in the tea industry in Guizhou Province.Based on its current characteristics,this paper attempts to construct an evaluation index system for high-quality development of the tea industry in Guizhou Province,including four primary indicators of optimizing industrial structure,high economic benefits,high social benefits,and high ecological benefits,as well as 22 specific indicators.The entropy weighting method is used to weight the evaluation index of high-quality development of the tea industry in Guizhou Province,and this index system is used to measure the high-quality development level of the tea industry in Guizhou Province from 2017 to 2020.The research results show that the high-quality development level of the tea industry in Guizhou Province has been increasing year by year,and the four subsystems have promoted the high-quality development of the tea industry in Guizhou Province to varying degrees.Among them,the improvement of economic benefits has made the greatest contribution to the high-quality development of the tea industry,while the fluctuation of ecological benefits needs to be taken seriously.Finally,the article puts forward relevant policy suggestions based on the measurement results,in order to further promote the high-quality development of the tea industry in Guizhou Province. |
