Research On Integtated Urban-rural Development In The Three Gorges Reservoir Area

Urban-rural integrated development is the basic approach to rural revitalization and the necessary path to achieve Chinese modernization.At present,the regional development gap is still large between urban and rural areas.Unbalanced urban and rural development and inadequate rural development are still the concentrated reflection of the main social contradiction.To further explore the practical path of urban-rural integrated development has become an important task to be faced and solved in the current and future period.The 19 th CPC National Congress proposed to implement the rural revitalization strategy for the first time,emphasized the importance of establishing and improving institutional mechanisms and policy systems for facilitating integrated urban-rural development,pointed out the new direction of building a new type of relationship between urban and rural areas.The 20 th CPC National Congress once again stressed the importance of Urban-rural integrated development,pointed out that we should adhere to the theme of high-quality development,and strive to promote urban-rural integration and coordinated development between regions.The Three Gorges Reservoir area is an important economic and geographical region of the Yangtze River Economic belt.Promoting the high-quality integrated development between urban and rural in the Three Gorges Reservoir area is crucial to promoting the economic and social development of the Yangtze River Economic Belt and even the whole country.It is also significant to comprehensively promote rural revitalization and realize the vision of becoming a great modern socialist country in all respects.This paper concerns the integrated development of urban and rural areas in the Three Gorges Reservoir area,on the basis of stating the background and significance of the research,sorting out the research status both domestic and foreign,confirming the research ideas and methods,and grasping the important and difficult points,it further clarified the connotation of the basic concepts,understanded and summarized the relevant theories.After that,taking the basic situation of the integrated development of urban and rural areas in Wanzhou District of Chongqing as the entry point,this paper This paper expounded the realistic basis of urban and rural development in Wanzhou District,analyzed the strategic opportunities facing the integrated development of urban and rural areas in Wanzhou District,and summarized the practical exploration of the integrated development of urban and rural areas in Wanzhou District.Through this typical cases,this paper further finded out the main problems of the urban-rural integrated development in the Three Gorges Reservoir area,such as inadequate urban-rural industrial integration,insufficient urban-rural scientific and technological talent reserve,weak urban-rural cultural inheritance and innovation,and unequal allocation of resource and elements between urban and rural areas.Then,this paper performed in-depth analysis of the causes,finded it mainly lie in:the driving force of scientific and technological innovation is not strong,the industrial financing mechanism is inadequate,the talent reference mechanism is defective,the cultural service system is immature,the grass-roots governance system is uncomplete.Finally,according to the problems and reasons,put forward the strategy of urban-rural integration development in the Three Gorges Reservoir area from five aspects:strengthening the unified development of urban and rural planning,promoting the interconnected development of urban and rural industries,accelerating the aggregated development of urban and rural talent,boosting the intergrown development of urban and rural cultures and reinforcing the coordinated development of urban and rural governance.This paper aims to provide theoretical support and practical guidance for the integrated development of urban and rural areas in the Three Gorges Reservoir area,and provide some references for other regions in China to promote urban-rural integration and high-quality development of agricultural and rural modernization.
