| Pension insurance is an important system related to the national economy and people’s livelihood,and it is the core of the social security system.Since the founding of the country,China’s pension insurance system has undergone many reforms,explorations and trials.With the development of domestic and foreign social economy and the changes in major domestic contradictions,the two systems of corporate pension insurance and institutional pension insurance have also been "separated and combined".Over the years,the level of pension benefits has gradually widened the gap,triggering social dissatisfaction.In order to achieve a fairer social security system and establish and improve a multi-level social security system,government agencies,public institutions and corporate pension insurance began to reform on October 1,2014,ending the differential treatment between the two systems over the years.Promote fairness and respond to the dissatisfaction of the masses;break institutional differences and promote the flow of talents;reduce the financial burden of various regions and lay a solid foundation for the healthy and sustainable development of funds.The unification of social insurance is conducive to the improvement of handling management and truly serving the people.Gradually realize the social security system from "fragmentation" to "unification".However,whether the reform has achieved the expected results,what problems have been encountered in the reform,and how to further promote the in-depth development of the reform requires continuous attention.To this end,this article takes Wuxi City as an example to sort out the research on system reform at home and abroad.Scholars have conducted a lot of research on the necessity,problems and countermeasures of the merger reform,but most of them focus on theoretical research and specific empirical research.The article uses literature research method,comparative analysis method,questionnaire method,empirical research method,to explore the status quo of reform and development in Wuxi City,combined with the theory of social equity and institutional change,to explore reform issues and reasons,and from fund revenue and expenditure Balance,fairness issues,reform of supporting systems and occupational annuities,and learn from foreign methods,put forward countermeasures to the problems,starting from the four aspects of improving the fund balance mechanism,adhering to fairness and efficiency,strengthening the construction of executive power,and improving the occupational annuity system,and further promote the reform of Wuxi government institutions’ pension insurance,and provide theoretical foundation and practical support for the improvement of China’s pension insurance system.The reform and development of other cities have certain reference and guiding significance.This article is divided into six parts.The first chapter introduces the research background and research significance,domestic and foreign literature,and introduces the research purpose and content of the article,research methods and technical routes,possible innovations and deficiencies.The second chapter explains the core concepts in the pension insurance reform of government agencies and institutions in Wuxi,and conducts research based on the theory of social equity and the theory of institutional change.The third chapter explores the status of the reform of Wuxi city,and conducts empirical research on Wuxi city reform through questionnaires and interview methods.The fourth chapter analyzes the outstanding problems in Wuxi during the reform process,and then analyzes the causes of the problems.The fifth chapter studies the reform process of pension insurance in more mature foreign countries through comparison and reference,summarizes its development law,reform causes and results,and finds out the reasons and countermeasures that can be used for reference in the reform process of Wuxi.Chapter 6 proposes appropriate countermeasures,in the hope that the pension insurance of institutions and institutions can develop sustainably in the early stage of reform.Do a good job of local research foundation,so that the results of the old-age insurance physique reform of government agencies and institutions can truly popularize the people,so that the people can enhance their sense of justice,gain and happiness. |
