| At present,the national fiscal management system is being deeply reformed and the construction of financial informatization is being strengthened,financial supervision is subject to new challenges in terms of working mechanism,working concept and working efficiency.The financial department is a data centralized unit,and its daily work produces a large number of high-quality information data.In 2015,the State Council issued the "Action Plan for Promoting the Development of Big Data",which proposed that we should "improve the big data supervision and technology anti-corruption system",which provides the basis for the application of data to financial supervision.With the implementation of the new Budget Law and the reform of electronic and digitalized treasury centralized payment,all kinds of data are concentrated in the financial treasury department,and the comprehensive advantages of treasury centralized payment data will be more prominent.In order to take advantage of financial informatization and the data resources of treasury centralized payment,give play to financial supervision functions and improve financial management,taking the supervision of treasury centralized payment of GZ city as an example,this paper uses the literature research method and field observation method to discuss how to make good use of the massive basic information data generated by treasury centralized payment,analyze and create new values by exploring information data,strengthen the supervision of financial funds,improve the efficiency of financial funds,and provide reference for improving the construction of treasury centralized payment supervision system in China.By discussing the role of payment data in treasury centralized payment supervision,this paper explores the current situation and effectiveness of payment data implementation supervision in GZ city,and finds that payment data has the following problems: firstly,difficulty in data exploration and analysis;secondly,information technology is limited,and data application support supervision is weak;thirdly,the theoretical system of data application supervision is lacking;fourthly,the application of pre-supervision and in-supervision data is backward;fifthly,information asymmetry among the main body forms the phenomenon of "information island";sixthly,lack of data exploration and analysts;seventhly,the data information management has security risks.The reasons for the above are as follows: firstly,low financial data standards;secondly,lagging development and application of financial management information technology;thirdly,backward financial supervision and inspection methods;fourthly,unsound information data sharing mechanism;fifthly,the financial supervision team is insufficient;sixthly,weak awareness of data security.This paper puts forward the following practices and suggestions on the existing problems:Firstly,we should make good technical preparation and system construction for data application,including deepening digitization level of treasury operations,establishing and improving the standard criteria of financial data;Secondly,we should gradually form a collaboration model of big data supervision in various departments,including improving the information data sharing system and building a supervision mechanism among departments;Thirdly,we should improve the centralized treasury payment supervisory system,including formulating the system specification of data application supervision,improving the supervision mechanism of the whole treasury centralized payment,and strengthening the training of comprehensive financial supervision and data application;fourthly,we should promote the construction of financial data supervision platform,including building data analysis and supervision system,accelerating the construction of budget monitoring system,and establishing a perfect big data security system. |
