Are farmers’ cognition that the second period of land contract is coming to an end correct? As the subject of “agriculture,rural areas and farmers” and land transfer behavior,does farmers’ cognition that the second period of land contract is coming to an end affect their land transfer behavior? What is the impact of farmers’ cognition that the second period of land contract is coming to an end on land transfer behavior? The research of the above problems are not only of great significance to perfect the land transfer policy and reduce the subjective deviation,but also provides reference for the formulation of future land related policies,so as to speed up the improvement of the local land rental market.Based on above questions,taking farmers in wulateqian banner of bayannaoer City as research object,studies on the impact of farmers’ cognition that the second period of land contract is coming to an end on land transfer behavior by based on the theory of planned behavior,land property right theory,contract theory and behavior decision theory.Research findings,first,land transfer in wulateqian banner is still in its primary stage,its main characteristics include low land transfer rate,in short term,and by oral agreement.Second,farmers’ cognition that the second period of land contract is coming to an end can be manifested into three parts,Policy cognition,right cognition,transaction cognition.Policy cognition examines farmers’ understanding of current policies,rights cognition examines farmers’ awareness of property rights security,and transaction cognition examines farmers’ understanding of the transaction process.Thirdly,farmers’ cognition that the second period of land contract is coming to an end is different.Farmers’ understanding of land policy in recent years is higher than before.Farmers only have a higher level of cognition of mortgage and transfer land right.The background of the end of the second period of land contract has the greatest impact on the form and duration of the contract.Fourth,the different characteristics of farmers affect their cognition that the second period of land contract is coming to an end.Their personal characteristics,family characteristics and access to information channels will affect the cognitive level.Fifth,farmers’ cognition that the second period of land contract is coming to an end has a positive impact on land transfer behavior.With the improvement of farmers’ policy cognitive level,rights cognitive level and transaction cognitive level,farmers’ sense of security during the contract period is enhanced,and they can choose the most favorable land transfer behavior and contract content for themselves.Therefore,it is more likely to encourage them to enter the land rental market and increase the possibility of their land transfer behavior.Finality,according to the research conclusion,In order to realize the long-term healthy and stable development of the land rental market and make the second round of land contracting expire smoothly connect with the third round of land contracting period,the following suggestions are put forward.Steadily implement the policy of extending the land contract period for another 30 years;Strengthen the publicity of the second round of rural land contract extension;Strengthen the government management ability,provide convenient services for the people;Set up land circulation service center,accelerate the construction of land rental market;Standardize land transfer contracts,in order to reduce land transfer risks. |
