Land is the basic production material of agriculture, and the land question is the central issue of China’s rural areas, which has always been concerned by the government and scholars. The circulation of land contractual management right complies with the need of the development of the rural economy. The land circulation is conducive to the scale, intensive and modernization of agricultural management. It is beneficial to improve the efficiency of household labor resource allocation, and increase the income of farmers. But on the national scale, the development of land transfer in Hubei province is relatively slow, the land transfer in Hong’an County of Hubei Province is more backward. This paper is based on the micro subject of farmers, using the information of Ercheng town in Hong’an County. Studying on Farmers’ perception of farmer, empirical analysis of the factors that affect farmers’ willingness of farmland transfer and farmer households’ decision making behavior, analyze the key factors to provide reasonable policy recommendations to underdeveloped villages and towns.Firstly, this paper reviews the land circulation research status, related theory, defines the related concepts; secondly, analyzes the Hubei Hong’ an county and ErCheng town’s land circulation status, points out that Hong’ an county’s land circulation exists in small scale of land transfer, the total land transfer rate lower, circulation differences in the county within the region. Refined the theory model of rural land circulation, deduced mechanism between the awareness of farmers and the decision-making behavior of peasant household. Put forward theoretical models and assumptions, and accordingly the design of the relevant questionnaire. Finally, using SPSS software to survey data of binary logistic regression model test. The simulation results show that property rights Cognition, Economic Income Cognition and Government Services Cognition strengthened the decision-making behavior of peasant household. while social network Cognition and transaction costs Cognition had negative effects, but these two factors are not significant. Finally, this paper puts forward relevant policy Suggestions.The possible innovation lies in:first, this paper derived right for farmers’ cognition, social cognitive network, transaction cost under the five dimensions of cognitive, economic benefits of cognitive and government services cognition 15 influence factors, these factors specific interpretation of rural land transfer decision-making influence. Second, construct the model of factors affecting farmers land transfer decision analysis and empirical analysis according to the investigation with high reliability of the data to the circulation of rural land policy implementation.
