The fairness-oriented allocation of land under Household Responsibility System (HRS)in Rural China is believed to hinder efficiency in three aspects. Firstly, land allocation did not take the efficiency differences among farmers into consideration. In the rapid industrialization progress, the two phenomenon, "land abandonment" and "skillful peasants cannot get enough land",exist simultaneously. Secondly, the efficiency of scale economy is hindered by the small scale and fragmentation farming. Thirdly, the frequent reallocation of land according to demographic change has impeded the investment in land and hence the long term efficiency.On the aspect of promoting the efficiency in the usage of land, the protection of land property rights and the development of land transfer market are placed high expectation by the academia and the government. And the protection of land property rights is considered to be the basis for the development of land transfer market. The new round of registration and certification on land ownership is a key part of "the modern property system". As a nationwide activity about the protection of land property that costs much, has the new round policy of rural land ownership registration and certificate awarding promoted the land transfer? Can it enhance the scale of land transfer and the possibility of land consolidation? How do the signing of the contract and the merger of the land affect the investment and the use of the land? Focusing on these questions, based on the analysis how the confirmation of land property affects the land transfer , the way of choosing contracts and the merger of the land, this paper makes a empirical measure analysis by selecting nearby villages which do not adopt this policy as a comparison. The main content and conclusions are as follows:Content one: the impact of the land titling on the quantity of land transfer.This part mainly verifies the influence of farmland property right condition on the total amount of land transfer. This paper uses field data from 3 counties of Jiangsu province to build the Probit model and Tobit model to empirically measure the influence of the new round policy of rural land ownership registration certificate awarding on country's land circulation. The results show that rural land ownership registration certificate awarding and the behavior of roll-out of rural land has significant positive impact and confirmation policy is the main reason to smooth the transfer of land. In addition, the full-time payrolls and the roll-out of contracted land of farmers turn out to be a significant positive correlation,indicating the factor, off-farm employment opportunities, also needs to be especially emphasized in promoting the circulation of agricultural land among other factors.Content two: the impact of land titling on the choice of formal contract.The objective of this part is whether the policy has an effect on signing a contract on the land circulation. This research expounded selection strategies of the land circulation contract forms, based on "differential governance" and analyzed how the certificate awarding of rural land ownership registration affects the way of choosing circulation contract forms. With building Probit model and Heckprobit model, empirically measured the influence of the policy on choosing contract forms of farmers' land circulation. The result demonstrates that the more stable and complete property system is designed, the more likely households will choose weak ties or non-ties party as tenant objective and sign formal contract. The result of empirical measurement also shows that the new round of certificate awarding of rural land ownership registration can effectively increase the chance that outflow peasants sign formal contracts. Moreover, the participation of village organizations and the establishment of arbitral institution also play a positive role in encouraging outflow households to choose formal contracts.Content three: the impact of land property confirmation on the merge of transferred land as well as the impact of the choice of contracts and merging land on the using efficiency of transferred land.The study objective of this part discusses mechanism that the confirmation policy affects the investment and use of roll-in land. The result shows that from the observation of transferred household, property confirmation is beneficial to land consolidation, therefore scale economy can be realized. Both land consolidation and the signing of formal circulation contract promote the long term investment with scale economy feature. As a result, it increases the long term using efficiency of land. In addition, because the change of the use of land and the achievement of the allocation efficiency of land resource usually require land investment, signing formal contract can increase the confidence in investment of peasants and change the possibility of the use of land by enhancing the stability of the right of using transferred land and decreasing the possibility of potential loss caused by breaching of contract.In conclusion, The match of "move of people" and "land circulation" is determined by non-agricultural employment opportunities and the development of land circulation market.The actual change of property regime will cause the change of incentive mechanism, and therefore has a significant influence on operators' act of production and trade. Although it is low efficiency, informal contract is still widely used in land circulation market. Possible reasons are logical reason of acquaintance society, lack of land property and incomplete right protection mechanism. The change of rural land property situation will influence the using efficiency of rural land through affecting the land consolidation and choosing of contract forms. Furthermore, from the point of increasing land efficiency and protecting peasant's land rights and interests, this study believe that the separation policy under the frame of public ownership should be insisted, to accomplish the current contracted rural land ownership, registration certificate awarding policy is advised. Peasants' right of land contracting management should be emphasized and strengthened. Complete rural land dispute arbitration organization, formulate standardized and unified circulation contracts and optimize the policy environment of implementing the property system.
