Research On Supply Chain Performance Evaluation System Based On The Balanced Scorecard

In recent years,in the face of increasingly fierce competition in the world economy,rising trade protectionism and the impact of COVID-19,the supply chain of all real industries are suffering from shocks.How to make up for shortcomings and keep improving in the increasingly severe competition has gradually become an important concern of upstream and downstream enterprises of the supply chain.However,how to improve the overall performance of the supply chain in a targeted way--even just basic evaluation of the performance of the supply chain is already a difficult task for some small and medium-sized supply chains.It is imperative to construct a scientific and efficient supply chain performance evaluation system.Based on the extensive research summarizes the theory and performance evaluation of supply chain management theory,on the basis of the current in the study of the performance evaluation of supply chain using several kinds of method and system for more in-depth study,also pay attention to a lot of mature enterprise performance evaluation system,to explore the possibility of these methods is introduced into the supply chain performance evaluation.After repeated exploration of literature review and empirical research,the balanced Scorecard system was finally selected as the infrastructure of performance evaluation,while absorbing the advantages of activity-based costing and mature SCOR system and integrating them into the evaluation of the four dimensions under the Balanced Scorecard.In addition,inspired by the thought of supply chain management,the author adds the step of supply chain overall performance analysis based on analytic hierarchy process before performance evaluation,which enhances the applicability of the evaluation system and facilitates more targeted evaluation results and corresponding improvement measures.In order to make up for the inherent disadvantage of BSC model evaluation being subjective,this paper has carried out many targeted optimization in the evaluation steps.Stages including questionnaire to introduce more rounds of Delphi method to strengthen the expert scoring data confidence level,the overall supply chain analysis phase using the characteristic root method for weighting decrease error,sub dimensions grade index evaluation stage large-scale introduction of high authority SASAC latest references data,etc.,not only improves the universality of the BSC model used in the supply chain performance evaluation,Also to a certain extent,it has reversed its inherent defects of strong subjectivity.In specific financial,customer,business process and the four evaluation dimensions of innovation,growth,this article according to the basic thought of supply chain management to the evaluation index are studied and selection of heavy and complicated,and refer to the relevant experiences of mature evaluation system,construct a set of perfect performance evaluation of supply chain system,both the overall and local comprehensive evaluation.Pharmaceutical industry supply chain under the circumstances of the outbreak particularly eye-catching,itself different from most other supply chain with the characteristics of profit as the first guide also highly research value,in order to verify the actual implementation effect evaluation system,this article selects the one third-class hospital S hospital as the core enterprise of Y as empirical research object of supply chain.By using this evaluation system to evaluate the performance of Y supply chain,the relatively weak nodes and poor performance indicators in the operation of Y supply chain are precisely located,and corresponding improvement suggestions are put forward accordingly.In summary,the supply chain performance evaluation system constructed in this paper can play a great practical role in improving the efficiency of supply chain management and the level of upstream and downstream collaboration of supply chain.The empirical study on Y supply chain also has theoretical reference and guiding significance for the performance evaluation of supply chain in other industries.
