In recent years,the urbanization process in our country has been accelerating,and a development model of radiating surrounding areas with several national and local agglomerations has been formed.At the same time,the economy of our country is in a transition stage from a high-speed to a high-quality development.As the fundamental driving force for China’s economic development and an important engine for the innovative development of urban agglomerations,innovation-driven development is restricted by land,capital,population and other factors,while land factors play an important role in the development of urban agglomerations,affecting the industrial structure and government expenditure on science and technology.From the perspective of land elements,it is of great practical significance to study its impact on the innovation efficiency of urban agglomeration.In this context,this paper will study the influence of land factors on the innovation efficiency of urban agglomerations,and provide empirical explanation for the construction of an innovation-oriented country.First of all,this paper sorts out the literature on land factors,uses the data of China Statistical Yearbook and local yearbook,selects seven urban agglomerations as the research object,and elaborates the impact path of land factors on innovation efficiency through industrial structure and government expenditure on science and technology.Secondly,the innovation efficiency measurement index was constructed,the DEA model was used to measure the innovation efficiency of urban agglomerations from 2011 to2017,and the Malmquist index method was used to analyze the difference of innovation efficiency of urban agglomerations.Finally,the intermediary model combined with the spatial econometric model was used to study the impact of land factors on innovation efficiency from three aspects: direct,indirect and total effects.The findings are as follows:(1)From the perspective of innovation efficiency,the urban agglomeration with medium and low efficiency accounts for a large proportion,and the effect of short board is obvious.In general,although the overall innovation efficiency of the country is at a low level,there is still a large room for improvement.(2)The increase of land factor input in Harbin,Middle Yangtze,Central Plains and Sichuan-Chongqing urban agglomerations promotes the innovation efficiency of surrounding cities,while the increase of land factor input in Beijing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta urban agglomerations inhibits the innovation efficiency of surrounding cities.(3)From the perspective of the whole country,the total effect of land factors is positive.The input of land factors will not only promote the increase of local innovation efficiency,but also bring about the improvement of innovation efficiency in neighboring areas.(4)Industrial structure and government expenditure on science and technology have partial mediating effect between land factor input and urban agglomeration innovation efficiency.Based on the above conclusions,this paper puts forward the following suggestions: First,promulgating favorable policies to improve the innovation efficiency of urban agglomeration by means of knowledge accumulation,technological progress,institutional innovation and talent introduction.Secondly,we should pay attention to coordinated development and strengthen regional linkage.At the same time,we should consider the innovation efficiency and spatial spillover effect of land factor input on local cities and neighboring regions,and comprehensively improve the allocation and utilization ratio between local and intercity production factors.Third,focus on coordinated development,strengthen regional linkage,improve industrial connectivity to improve the overall innovation efficiency,promote industrial transformation,complement each other,and strengthen communication between and within urban agglomerations.Fourthly,accelerating the upgrading of industrial structure and increasing the government’s scientific and technological investment will help improve the innovation efficiency of urban agglomeration. |
