Multiple attribute decision making is an important branch in the field of decision science,which mainly includes the acquisition of decision information and selection of alternatives.It has been widely used in emergency management,economic management and military decision making.In recent years,the frequent occurrence of emergencies has greatly affected people’s life and economy development.When facing emergency,rapid emergency management strategy is one of the important means to ensure the safety of people’s life and property.Emergencies are always urgent,so making relevant decisions after the disaster usually faces great uncertainty.At present,the study of uncertain multiple attribute decision making has obtained fruitful achievements.In multiple attribute decision making problems,the weights of attributes have great influence on the final rankings of alternatives.When determining the weights of attributes,it is usually assumed that the decision makers honestly express their opinions.However,actually,some decision makers may intentionally set attribute weights to make certain alternatives reach their desired rankings,which is usually called strategic weight assignment or manipulation.In the existing research on strategic weight assignment,few studies are carried out in uncertain environments.Therefore,this paper mainly focuses on strategic weight assignment under uncertain environment.First,in the case of uncertain attribute values,the linear uncertain variables are used to describe the attribute values.The minimum adjustment strategic weight assignment model based on uncertainty theory is established,which also considers the concept of belief degree.The uncertainty theory can retain the overall characteristics of the data during calculation.It also does not need to estimate the corresponding distribution by historical data,which is more in line with the needs of emergency decision making.By applying the proposed model on the site selection of mobile cabin hospital,numerical experiments and comparative analysis show that the higher the level of belief,the more difficult it is to manipulate attribute weight.And the ordered weighted average operator has stronger ability to defend against the strategic weight assignment than the weighted average operator.Second,the uncertain sets of robust optimization are used to describe the unit weight adjustment costs,and the robust minimum cost strategic weight assignment models are established.At the same time,considering the weight has a limited compromise range.That is,the modified weights can not deviate too much from the initial weights.The models are applied to the micro grid site selection problem,and it is found by numerical experiments and comparative analysis that the total costs of weight modification increase with the increase of uncertainty levels.But the greater the limited compromise range,the lower the total costs.Finally,considering the attribute weights’ changes within a certain range needn’t to pay any costs,the robust minimum cost strategic weight assignment model with cost-free threshold is established.The proposed models are applied to the case of large and medium-sized reservoir site selection.Through the numerical experiments,it is found that when the cost-free threshold is 0,the model can be degraded into basic robust minimum cost strategic weight assignment model,which does not have limited compromise or cost-free threshold.And,with the increase of cost-free threshold,strategic weight assignment needs less total costs.It is of great significance to study multiple attribute strategic weight assignment in uncertain environment.For it can facilitate understanding its operation principle and taking active measures to make relevant decisions scientifically,and ensure the smooth development of emergency management activities.
