| Many countries around the world are facing food security problems.According to the report "The State of Food Security and Nutrition in the World 2022",in 2021,61 countries and regions around the world faced food crises of varying degrees,and nearly one billion people were faced with food security challenges.Several factors,such as the ongoing COVID-19 pandemic,intensified conflict between Russia and Ukraine,and frequent natural disasters,have led to a number of grain exporting countries in the world reducing or even completely banning grain exports due to grain production reduction and other factors.The stability of the global grain supply chain has been severely challenged,and new food security crises have emerged and are likely to continue to expand.Food security issues are related to the national revival and the rise and decline of the country.Hubei Province is a big grain province and plays an important role in our food security system.The research on food security risks in Hubei Province affects the construction and maintenance of our political system of food security to a great extent.Since the 19 th National Congress of the Communist Party of China,Comrade Xi Jinping has made food security a top priority in governing the country and steadily promoted the food security strategy of "focusing on ourselves,basing ourselves on the domestic market,ensuring production capacity,appropriate imports,and technological support.".The No.1 Document of the Central Committee in 2023 once again stressed the need to firmly grasp the initiative in food security and address key issues such as seeds and arable land.Food security is related to the social stability and the back of the people,and the continuous development of economy makes the development mode of our food industry must make active adjustment and transformation.Chinese grain demand continues to grow,freshwater and arable land resource is extremely scarce,food security risk continues to accumulate under the effect and influence of various factors.Under the guidance of the new concept of food security,this study focuses on the analysis and discussion of food security risks in Hubei Province.Taking food security risks and prevention in Hubei province as the research object,this study comprehensively reviews the research results at home and abroad,and explores the concept and connotation of food security risks in Hubei province by using the research methods of literature,field investigation,qualitative analysis.Summarize the practice and effect of Hubei food security risk method.Hubei Province has been a major grain producing area since ancient times."When Huguang has a bumper crop,the country will be free from hunger".The development of grain industry in Hubei Province is not only of great significance to the rise of local economy and the development of grain industry,but also has far-reaching influence on China’s agricultural development,rural revitalization and food security.To study the problems existing in food production,food supply,food reserve,food regulation and policy guarantee in the process of food security risk prevention in Hubei province by analyzing the new food security concept theory,and then put forward targeted food security risk prevention suggestions,hoping to make certain contributions to the practice of the new food security concept and the construction of food security risk prevention system in Hubei Province.This paper mainly focuses on the following aspects:The first part defines the background,purpose and significance of this research,sorts out the research status at home and abroad,and determines the main research content and research methods;The core concepts of food and food security define the theoretical basis of this study;The new concept of food security is analyzed,and the connotation,background and significance of the new concept of food security are expounded;The second part starts with the analysis of the new food security concept,paying attention to the specific method and achievements of Hubei food security risk measures;The third part,under the guidance of the existing research results and the new concept of food security,analyzes the problems existing in the measures of food security risk in Hubei province from five dimensions of food production,food supply,food reserve,food regulation and control,and policy guarantee;The fourth part puts forward targeted suggestions on preventing food security risks in Hubei province by combing and summarizing the problems,and proposes strategies such as stabilizing grain production capacity,improving grain supply capacity,improving grain reserve capacity,expanding grain regulation capacity,and improving policy support capacity,expecting to effectively practice the specific requirements of the new food security concept.Effectively improve the science and integrity of Hubei food security risk prevention system. |
