The Research Of Safeguard Measurements On Food Security Under The Background Of "Extended Food Concept"

Food is vital necessities which is highly correlated with the civil livelihood,and food security is fundamental factor for economy and social stability.The diet should be a top priority since the massive population of our country.Food security,under the background of “extended food concept”,is no longer confined to grains,such as rice,wheat and corns,food which can maintain human lives,ensure muscle development,and supply nutrition should be included,for instance,meat,eggs,diary products,vegetables and fruits,etc.The consumption of animal food(meat,eggs,diary and aquatic products),foreseeably,increases sharply with the propulsion of urbanization,and the increase of household wealth and population.As a result,food security should not be restricted to grain(rice and wheat)anymore,and the measurements on forage grain security should be given top priority in contemporary society.By analyzing the data of food supply and consumption published by National Bureau of Statistics and General Administration of Customs of China via contrastive and trend analysis,this paper addresses that the structure of food consumption has already undertaken historical change,and the forage grain consumption has surpassed the grain consumption since 1995.It is clear that the trend would continue due to the increase the income of residents and Engel coefficient.The supply of food,apparently,is different with the consumption pattern.The situation of grain supply is high rate of yields,degree of selfsufficiency and inventory.The forage grain supply,comparatively,is of low rate of self-sufficiency,especially the supply of soybeans which occupies 60 percent of overall import.The self-sufficiency rate of soybeans is lower than 20 percent in recent years.Therefore,the problem of food security is the disequilibrium of forage grain supply,especially protein feed supply.It is a worthy topic how to improve the imbalance of grain supply,the supply and the usage of forage grain,especially the protein feed.This research demonstrates that the emphasis on food security of China should be shifted from grain security to forage grain security,especially the security of corns and soyabeans.This paper addresses several suggestions to solve this situation,for instance,the protection and utilization of cropland and deserted land,the promotion of compound planting of corns and soyabeans,the adjustment of the structure of breeding industry,the develop of marine aquaculture and pelagic fishery,and the innovation of feed formula.It is assumed that the food security,under the background of “extended food concept”,could be accomplished by these measurements.
