The Theory Study Of Marine Functional Zoning

Since approval of the marine functional zoning system 10 years before, zoning system has been improved continuously. However, some main problems including how to integrate marine natural and social attributes together still affect effective realization of zoning goals. Therefore, in the occasion of revising marine functional zoning, it is needed to study and improve its theories, so as to guide zoning practice.The thesis includes seven chapters which are divided into four parts with consideration of its framework. The first part (Chapters I and II) analyzed background and prominent issues of marine functional zoning; the second part (Chapters III, IV, and V) is the core of this thesis; the third part (Chapter VI) is the empirical part; and the fourth part (Chapter VII) is the summary. Framework detail is as follows:Chapter I: Introduction. This part introduced the background and the basis of the topic, Discussed needs of marine environment protection, sustainable development and utilization, and national marine development strategy, analyzed research progress home and abroad .Chapter II: Status and prominent issues of marine functional zoning. First, the status quo of the zoning system was analyzed in aspects of grading, classification and geographical index system. Then, the exploitation status of the marine functional zoning on the overall utilization degree was studied. Finally, the prominent issues of zoning were researched.Chapter III: Theoretical framework of marine functional zoning. First, theories of the marine functional zoning were analyzed, including sustainable use of the waters, the system of marine ecosystems zoning and management. Then, theoretical framework was established basing on concepts, functions, methods of the marine functional zoning system and the coastal protection and utilization plan.Chapter IV: Target control theory of marine functional zoning. Needs, significance and goals of this theory were analyzed, and the target control system of marine functional zoning is established.Chapter V: Theory of marine functional zone compatibility. The progress of zoning compatibility research was discussed, and the concept, principles, functional characteristics indexes, and the compliance discrimination index table of marine functional zone compatibility were studied.Chapter VI: Empirical Analysis on theoretical framework of marine functional zoning– Taking Tianjin coastal waters as an example. Through the empirical analysis on the theoretical framework of Tianjin coastal waters, marine functional zoning and coastal protection and utilization plan were established.Chapter VII: Conclusion and Outlook.Main innovations: (1) Establishing theory framework to deal with prominent issues of balancing marine natural and social attributes in marine functional zoning; (2) Studying the target control theory of marine functional zoning , guaranteeing enough space of fishery and marine protection area, and optimized structure of the marine functional zoning; (3) Studying the theory of the marine functional zoning compatibility , technically supporting examination and approval of sea area utilization; (4) Empirically analyzing zoning theoretical framework of Tianjin coastal waters, provide references for marine functional zoning and coastal protection and utilization plan of Tianjin.
