The Study Of The Relative Superiority Degree Evaluation System About The Marine Functional Zoning

The ocean is an important carrier of economic and social sustainable development and it is the space to fulfil the strategy of ecological civilization construction. However, in the process of the long-term development, the problems of low utilization of marine resources development, narrow marine reclamation uncoordinated development space and uncoordinated marine resources still exist. Our country’s marine functional zoning system aroused to solve these problems. The multiple-suitability sea area is sophisticated to judge so the limitation of the zoning has showed up for a long time, which means the analysis work of the marine functional zoning is in a stage of exploring.This paper put forward a theory system which is based on Marine functional areas scale structure, functional areas benefit, and the growth of the functional areas benefit. It uses several indicators to Reflect the proportion structure of the ocean functional areas. In the empirical research part of this paper, the study focused on Shandong, Zhejiang, Guangdong, Fujian, Jiangsu and Tianjin to do quantitative and qualitative researches.The conclusions:Zhejiang, Fujian, Jiangsu are divided into the same cluster(λ=0.997887). they have a high proportion of marine functional zoning structure similarity. All the six administrative units’ advantages of functional areas can be described:Shandong province:port shipping district, mineral and energy district, tourism and leisure entertainment district;Zhejiang province:port shipping district, marine protected district;Guangdong province:agricultural fishery area and reserves district;Fujian province:mineral and energy district, special use district;Jiangsu province:industrial and urban use sea district, special use district;Tianjin province:port and shipping district, industrial and urban district, tourism and leisure entertainment district.The six provinces’ compatibility of fishery area marine functional zoning and farmers fishing practice status in the order from high to low is Zhejiang, Jiangsu, Shandong, Fujian, Guangdong, Tianjin.By analyzing the marine functional district benefit growth index, we will find that Zhejiang and Jiangsu province’s compatibility of agricultural fishery district is excellent. Not only the present situation and also the trend is good.Shandong and Fujian’s input and output of agricultural fishing in the sea are overheating. And the situation will deteriorate in the future.It is necessary to review the scale of agricultural fishing.Guangdong and Tianjin’s input and output of agricultural fishing in the sea are too low.The innovation points:basing on the theory of comparative advantages in the microeconomics, this paper consider the factor of marginal effect of the Marine functional zoning.
