The Nansha sea is rich in natural resources.Meanwhile,it has special geographical environment and complex situation.So how to utilize resources efficiently and ensure sustainable development to promote the progress of China's marine construction strategy is the main research issue in this area.Marine functional zoning integrates administration and science as a system,which can effectively solve the disorderly and excessive development and ensure the green development of marine economy.GIS has abundant theories and can solve spatio-temporal problems efficiently.Therefore,this paper systematically researched the theories of marine functional zoning at home and abroad,sorted out the basis of GIS,and described the basic characteristics of the Nansha sea.In conclusion,a GIS-based framework for marine functional zoning in Nansha sea was designed.Based on the framework,the model of suitability evaluation for oil and gas zoning and tourism zoning was constructed.At the same time,through selecting relevant indexes,the suitability of oil and gas zoning and tourism zoning was comprehensively evaluated and analyzed.Finally,Aiming at the overlap of oil and gas zoning and tourism zoning,this paper used C2R model to determinte the efficiency of relevant functional areas to extract the optimization result of the overlap with the priority of each functional area.The paper would be helpful to related researchs and applications.The main research works included the following aspects:(1)From the fields of theoretical connotation,implementation plan,technical methods and implementation evaluation,this paper expounded relevant domestic and foreign literatures of marine function zoning.From the fields of spatial coordinate system,spatial data collection,spatial data organization,spatial analysis and spatial information visualization,this paper summarized the basics of GIS.From the geographical location,island and reef resources,oil and gas resources,tourism resources,tropical biological resources,climatic characteristics and hydrological characteristics,this paper described the appearances of the Nansha sea and generated some spatial-temporal distribution maps of each element.Based on above,the marine functional zoning of GIS-based in Nansha sea was proposed with the 8-steps and the sides of perception layer,data layer,cloud layer and decision-making layer.(2)This paper constructed the model of suitability evaluation for oil and gas zoning with the main aspects:built the index system from seven aspects including resource conditions,topographic conditions,climatic conditions,hydrological conditions,natural disasters,traffic conditions and social conditions;determined the weight by AHP;and selected the method of comprehensive evaluation as linear weighted sum.According to our model,the spatial distribution of suitability to oil and gas zoning was obtained.Results showed that high suitable area are mainly distributed in Beikang basin;suitable area are mainly distributed in Lile basin,East Nanwei basin,Zhongjiannan basin and the east part of West Nanwei basin;less suitable area are mainly distributed in Nansha Trough basin and the west part of West Nanwei basin.(3)This paper constructed a suitability evaluation model for tourism zoning.The index system was built by two aspects:non-constraint conditions and constraint conditions.For non-constraint conditions,used AHP and entory weight to set the weight and fuzzy comprehensive evaluation to conduct the comprehensive evaluation,calculating the fuzzy evaluation value.For the constraint conditions,the corresponding score is obtained by normalized weight average.Finally,the non-constrained and constrained value are integrated to obtain the response of tourism zoning suitability in Nansha sea.Results showed that high suitabe area is located in the Meiji reef and its surrounding waters;suitable area in Yongshu reef and its surrounding waters,Zhubi reef and its surrounding waters;less suitable area in Taiping island,Nanxun reef,Dongmen reef,Chigua reef,Huayang reef and their surrounding waters;the rest are unsuitable area.(4)According to the C2R model,this paper selected input and output indexes including social and economic support capacity,technology maturity,infrastructure status;and ecological recovery capacity,economic value,social benefit.The ratio of comprehensive output to comprehensive input was taken as objective function,and the feasible region was set up with the efficiency index of each functional area.Based on this,the marine functional order of Nansha sea was evaluated and the result was as follows:fishing area=channel area=renewable energy area=tourism,leisure and entertainment area>port area>oil and gas area.So,when oil and gas zoning overlaps with tourism zoning,the tourism zoning should be selected first.In conclusion,this paper obtained a overlay map that was the spatial distribution of suitability to oil and gas zoning and tourism zoning.
