Study On The Current Situation Of Sports Voluntary Service And The Construction Of Its System

Beijing Olympic Games bring the volunteer service to develope rapidly,but the development of national fitness voluntary service is relatively slow,the development of sports volunteer service system is imbalance,affecting the sustainable development of sports volunteer service.Studying from literatures,finding that systemic theoretical research in this area at home and abroad is lack.Using the.method ofliterature,questionnaire survey methpd,interview method,case study method,field survey method amd mathematical statistics method,based on the theory of civil society and social transformation,to study China sports volunteer service system,analysising of the existing situation,Chinese sports volunteer service system problems and their causes,in order to promote the develppment of sports undertakings construction through sports volunteer service system.The conclusions are as follows:(1)Chinese sports volunteer service has experienced four stages:budding start up,slow development,rapid development and steady development;It startde from scratch,never norms to relatively perfect,from lawless to have rules to follow,from slow development to rapid development and gradually perfect,each stage has diferent characteristic.The embryonic stage,contained in the volunteer service has not yet independent;Slow development stage,the organization's management is relatively Concentrated.pioneered the sport event volunteer services precedent,but the operation is not smooth;The stage of rapid development,organization and management gradually standardized,sport event volunteer services full and rapid development,the development of volunteer service in the national fitness relative lag;Stage of steady development,social organizations began to gradually play the role,market mechanism takes part in,evaluation mechanism and the supervision mechanism has not been set up yet.(2)Chinese sports volunteer service is dominated by the government to provide games volunteer service system,the community to provide normal sports volunteer service system as a supplement.The organization goal,organization and management of relative fuzzy relative multivariate,service content is relatively single,the administration to promote the rapid growth of ineffective protection,talent team,performance appraisal subjectivity is compared with other countries and regions sports volunteer service,system,the more prominent features.These features are closely related with China current political,economic,cultural,social and ecological civilization environment.Learn from the experience of American,Britain and Taiwan area,China should attach importance to the government,improving the legal system,to strengthen the standardized management,expand community participation,rich sports,improve the incentive and restraint mechanism several aspects.(3)The sports volunteer service system is that in order to meet the increasingly diversified needs of sports,not for profit purposes,the rational allocation of resources of sports people,property,material,information and time,volunteers collectively according to certain requirements and rules to carry out a series of service and the behavior of voluntary,which are made up of the huge system,including nine factors of the main supply,benefit subject,why to carry out,place and time,the supply content,operation mechanism,system security and the performance evaluation of the impiementation.(4)To constructe the sports volunteer service system,clarifying the organization's goal is to improvefpeople's body quality and physical accomp1ishment;establishing the macroscopic,medium and microcosmic three-dimensional net sports volunteer service organization,choose a suitable management mode under the guidance of the government,abundant service content is the core of system construction,it can be divided into two:games and daily sports volunloor sorvice?pay attention to voluntary behavior,reduce administrative mechanism,rely on the market to adjust,ensure the system running healthily,by means of laws and regulations,system,funds,environment and technology support,intensifying security,formulate and perfect training system of talent,to give full play to the talents,give objective evaluation of sports volunteer service performance,and make the results apply to the practice,ensure the sustainable development of sports volunteer service system.(5)Suggestions:Make "the sports volunteer service regulations"be pub1ished;To establish the Chinese sports volunteer service association,and to establish the volunteer service in special fund;To establish the selection,training,registration,management,evaluation and supervision system,to establish a national volunteer service information base.To make standardized scale,set up the third party supervision mechanism,regular supervision,and evaluation of sports volunteer service organizations arid individuals,volunteer service projects,to promote the healthy and sustainable development of sports volunteer service.To expand the scope of sports volunteer service,rich sports volunteer service content?To make sports volunteer service system assessmentstandardized scale,to establish the evaluation mechanism and the third party supervision and inspection mechanism.Establish the management system of sports volunteer service network cloud platform of China,reasonable allocation of community volunteer service resources;Using adequate funding,through the performance,evaluation to control?supervise and restrict the purpose of sports volunteer service system,to speed up the sports volunteer service legalization,institutionalization,standardization,informationization and scientific development.
