The industry of petrochemical is one of the most important basic industries in our national's economic structure. Because of the combustible and explosive character of the oil, and most producer's condition is in high temperature, high pressure, there is a very big probability that some accidents will happen. On November 13 2005, it happened an explosion at a JiLin petrochemical plant, which cost public life, resulted in severe damage. About 100 tons dangerous chemicals flowed into the Songhua River, which supplies water to Harbin. It is important to establish emergency system successfully to prevent and control these emergent oil pollution accidents. Emergent oil pollution accident has complicated characteristics and multiple forms, it occurs suddenly and do terrible harm to environment and is difficult to dispose, which makes it very difficult to research in this field. The main contest of this paper is to study emergency system for emergent oil pollution accident.First, this paper uses the method of comparative research, on the basis of researching actuality in the field of emergency system. This paper discusses the main problem of domestic system. A practicable emergency system and a research program are put forward here, the author also advances the contents the system should include.The second part of the paper is the theories about how to operate the emergency system. By referring to successful mode of emergency response agencies of the developed countries, the author conceives a plan to build up emergency system suited to our country.Third, the author made an investigation in Shanghai Petrochemical Enterprise and set up an emergency system for the company. These works let the research have more referenced value to set up emergency system for emergent oil pollution accident. It is necessary for petrochemical enterprises to implement risk assessment forthemselves. But which method to choose is also a problem, improper selection maybe result in not only a wrong conclusion but also some hidden trouble. This paper introduces the main method (Fault Tree Analyze) used to the evaluation of risk and major evacuation, by which illustrating the oil tank equipment's dangerous factors and main pollution sources' process, approach and the result.On the basis of fact and practice, the last part of this paper deeply analyses the technology of computer management, operational feasibility which realizes the emergency system, creating the database of hazards chemical and emergency measure query by computer technology with actual situation of emergency system application. We develop the database, which is adapted to the management of emergency in Shanghai Petrochemical Enterprise, emphasize the feasibility and important of improving the whole emergency system's level and efficiency through computer technology.Yang Xiayan (Environmental Engineering) Supervised by Professor Jiang Peihua...
