In recent years,various emergencies in various parts of the world have taken place frequently,causing great threats to social stability and the safety of people's lives and property.In this context,the timely and effective response to emergency response will effectively reduce the loss caused.Petrochemical enterprises as oil refining,chemical and fertilizer production as one of the high-risk industry,bring huge development opportunities at the same time,also to the safety,environmental protection,emergency response ability is higher and higher requirements.This topic in power plant of some petrochemical companies as an example,introduces the development background of emergency management,emergency system construction development both at home and abroad,as well as the power plant with an overview of important device,and from technology,equipment,safety,environmental protection and so on several aspects has carried on the risk analysis,according to the technological process for the event classification of different devices.By each unit process principle,main mutual supply pipeline,and study of major hazards,phased evaluation were carried out for powering the emergency ability,according to the emergency development situation and process sequence,combining with the characteristics of events and plant set up alarm,called report and record,emergency start,accident(piece)of the initial assessment and field exploration,the establishment of the working area,lifting and field monitoring,resource allocation,emergency rescue personnel protection such as emergency response procedures to respond to emergencies.Aiming at the existing fire explosion accident of power plant,hazardous chemicals leakage and toxicity accidents and environmental pollution accident,natural disaster,equipment damage,risk factors such as the utility failure analysis,accident emergency disposal.According to the actual requirements of the refinery,the emergency plan for the actual safety production is formulated.The actual operation shows that after the use of this fault emergency system,device through the personnel training,emergency response of skilled content,greatly improving the reliability of production safety,minimizes accident hidden danger,improve the ability of emergency response of some petrochemical companies,meet the needs of the production of the petrochemical enterprise security environmental protection.
