Analysis Of Normative Disposal Of Epidemic Outbreak Of Infectious Respiratory Disease In Some City

ObjectiveTo evalute normative disposal capability of disease prevention system in dealing with epidemic outbreak of infectious respiratory disease in Some City whth the aim of finding the strengths and weaknesses of disease prevention and control system and provide scientific basis and policy-making suggestions for normalizing epidemic outbreak of infectious respiratory disease disposal.MethodsThe reports on the epidemic outbreak of infectious respiratory disease during 2006～2008 in Some City were analyzed,which were from public health emergency report and management information system.On the basis of literature reviewing,the evaluation form of normative disposal of epidemic outbreak of infectious respiratory disease was established by uesing the Delphi method.Topsis method and RSR method were used for comprehensive evaluation on disposal reports.And the discritive characteristic was analyzed with the method of discritive epidemiology.Results 1.The average score of events was 79.2 points.The highest was 95.0 points,and the lowest was 54.5 points.The events whose scores were up the 80 points accounted for 52.0%.The one whose scores were between 60 and 79.9 points accounted for 42.7%.The others'scores were under 60 points.2.The events whose outbreak species were explicitly confirmed accounted for 81.3%.And the others were not confirmed;Only 37.3% of the events were discovered within 24 hours as a timely manner.3. 93.3% of the events had the background analysis in detail,such as geographica and population;20.0% of the events had complete description of the clinical manifestation;29.3% of the events had laboratory testing.And 49.3% of the events had the investigation on first patient.77.3% of the events had the survey about immunization history ; 100% of the events had distribution analysis.4.All events took measures for patents,and took reasonable measures such as ventilation and disinfection to cut off the route of transmission;82.7% of the events took preventive measures for susceptible populations;98.7% of the events strengthened monitoring;All events carried out health education on the characteristic of diseases and prevention measures.5. 61.3% of the events analyzed the causes and the possible impact factors of outbreak;72.0% of the events assessed the control effect;45.3% of the events summed up the disposal experience and (or) put forward some proposal of controling the event. 6. 60.0% of the events recorded the related cases.43 events had been reported online in two hours and the timely rate was 57.3%.57 events completed the final reports after the maximum incubation and the timely rate was 76.0%.7. The nonparametric test result showed that the difference in different years of normative disposal was not significant;The difference in different event level was not significant;The difference in different regions of the disposal was significant;The differences of outbreak detection, outbreak investigation, report quality control and total normative disposal in defferent events were not significant,but the differences in the disposal and prevention measure evaluation were significant.8. The results of the comprehensive evaluation manifested that most districts of the normotive disposal capabilty of the infectious respiratory diseases were in the mid-level,which accounted for 75.0%;District 4 and District 5 were in the up-level,which accounted for 16.7%;District 8 was in down-level.Conclusions1.The total situation of normotive disposal of epidemic outbreak of infectious respiratory disease in Some City is good.The report is timely,but outbreak recognition ability needs to be strengthened.And outbreak investigation,evaluation,and the integrity of reports need to be improved.2.The normative disposal capability of epidemic outbreak of infectious respiratory disease was the same in different years and in different event level, but in different districts the normative disposal status has large difference, and outbreak detection, outbreak investigation, reporting quality control were the same in different species.But the one in the disposal and evaluation of prevention and control was different3.In Some City,most districts of epidemic outbreak of infectious respiratory disease are in the mid-level;District 8 is in the down-level;District 4 and District 5 are in the up-level and the experience can be learned to improve all other districts'normative disposal capability.
