| The so-called emergencies refers to large-scale accidents and disasters suddenly happening in a certain region, which bring widespread negative impact on society and pose a serious threat to life and property. It has become a social issue with common concern how to effectively prevent, control, reduce and eliminate the hazards in the region to protect people's lives and property, safeguarding the local as well as the country's social stability. Meanwhile, the ability to respond to public health emergencies is also one of the important indicators to measure government capacity. The government is more able to protect the social, political and economic stability and development from interrupting or disturbing with a higher capability of responsed to public health emergencies. In this regard, a number of methods have been proposed, such as increasing government investment, improving the commanding system, smoothing information network, improving the monitoring system and so on, but few people study issues of emergency human resources. Therefore, it is important and necessary to analyze the present status of emergency human resource of Chongqing Municipal, to actively study and explore how to manage a high-quality health emergency response team.After the painful lesson from the SARS in 2003, China's ability to respond to public health emergencies has improved significantly, and emergency reserve system and emergency response personnel-building are also being perfected. However, there are various problems concerning emergency human resources management, which need to be strengthened and improved constantly in practice. This paper, combined with modern human resource management philosophy, conducts a detailed explanation for acquisition, performance management, compensation design, career development and team building of the much-needed human resources in public health emergency. It is effective supplement to public health emergency response plans. As regards public health emergency reponse, there are problems like inadequate construction and training of professional teams, especially the inadequate emergency human resources management and incentives, which need to be strengthened and improved constantly in practice. The present study,fully integrated with modern human resources management philosophy, elaborates the human resources planning and acquisition, performance management, compensation design, career development and team building of public health emergencies resources in order to provide some useful reference to response the public health emergencies. |
