| With the rapid development of economy and society and the improvement of people’s living standard,people attach importance to their health and the demand for medical service is increasing day by day.As the main body of the medical service system in our country,public hospitals have been expanding the staff in order to meet the increasing medical demand of the people.However,due to the government’s strict restrictions on the size of the establishment of public institutions,hospitals can only expand their staff through the independent recruitment of non-staff personnel,who are widely distributed among various posts in hospitals,it plays an important role in medical treatment and has become an indispensable force in public hospitals.Due to the lack of a corresponding legal basis for non-staff personnel,the remuneration package and other benefits are relatively poor,the lack of strong sense of belonging and the lack of good career planning have made the management of human resources outside the establishment of public hospitals more complicated.How to regulate the management of personnel outside the establishment reasonably and mobilize their enthusiasm,let it play a greater role in the medical and health undertakings has become an important problem to be solved urgently in hospitals.On the basis of expounding the theories of New Public Management and human capital,this paper integrates the concepts of public service in the new public management into the management of human resources outside the establishment of public hospitals,in order to alleviate the problems in hospital management.Through the investigation and research of Yunan Provincial Hospital of Traditional Chinese Medicine,we know the present situation of human resource management outside the hospital establishment,and find the following problems: one is the form of human resource management and management is single,and the echelon is unreasonable;Second is the social insurance base is significantly lower than the employees within the establishment;Third is the career planning management system is not perfect;Fourth,the salary is low and the incentive mechanism is not perfect;fifth,The target management and Insufficient matching of evaluation mechanism,a single form of management.In view of the existing problems,we should improve the incentive and security mechanism for non-staff personnel in hospitals,improve the career management system for non-staff personnel,set up a smooth path for promotion,unify the old-age Insurance System,and abolish the establishment management,from many angles,such as ensuring fair and just entrance,building a "psychological contract" with non-staff personnel,increasing the opportunities for education and training of non-staff personnel,and establishing an effective performance appraisal system,in the hope of providing some reference value for the current reform and long-term development of modern public hospitals,this paper puts forward some countermeasures to solve the problem of human resource management outside the establishment of Yunan Provincial Hospital of Traditional Chinese Medicine. |
