Obesity:This study was focused on further studying of allocation standard of medical heath technological personnel (MHTP) with basing on The Standard of Health Resource in Urumqi. Describe the characteristic of the health manpower of Urumqi and find out the problems to provide suggestion for health man power development. Method: Predict the need of health manpower with hospital Planning Model. To predict the ratio of medical health personnel (MHP) with Transfer Function-Noise Model then use affecting factors to adjust the outcome of health manpower prediction. Results:In 2003, the number of medical health personnel (MHP) and medical health technological personnel (MHTP) were 18486, The quality of health manpower in 2008 has increased very quickly since 2003, but the numbers of MHTP per thousand people is lower than the average of whole country at that time. The average age of MHTP is quite young. The percentage of MHTP who have received college education is too low so that there is great paucity of MHTP with high-level post and rank in hospitals of Urumqi, There is a great lack of MHTP with high level post and rank in Nurses and others who major in special medicine technology too. Furthermore, the ratio of doctor and nurse didn't reach nation's standard because the development speed of doctors was taster than that of nurses. Conclusion:Enlarge recruit of college and postgraduate education. Improve further study programs of working MHTP; Develop short of majors as general doctor and nurse in order to adjust the ratio of doctors and nurses.
