In this paper, the author has made a description of the way about how to make a HR strategy based on the whole organization strategy, and also made a discussion about concrete implementation of exploitation, perform evaluation and unemployment which are three main managing roles of HR under three typical organization strategies.Organization strategies can be classified into three types: Grow-up type, Stabilization type and Decline type. Under different types of strategies, HR has different emphases. In an organization which adopts a Grow-up strategy, HR managers should put their emphasis on the HR exploitation. While in a stability organization, HR managers should shift their emphases to perform evaluations. If the organization turns to a decline strategy, the most important thing to HR managers would be proper unemployment. That means organization strategies have serious impacts on HR policies. Skills also play a very important role in efficient HRM, HR managers should do right things right. This article also expatiates on some HRM skills in the fields mentioned above. When HR exploitation is considered, we probe into HR demands prediction skills, HR stuff measurement skills and HR training skills. Because we think these skills need more techniques. In the condition of stabilization strategies, we give more attention on performance management, especially on KPI (Key performance Index) establishment. At last, we discuss unemployment skills which are useful in a declining organization. The principal of this paper is to discuss what kind of effects of organization strategy can happen on HRM. Only a few manage skills are discussed here to give some examples to illustrate the relationship of them. Correct skills can be more effective to support the realization of the organization strategies.
