Placement of demobilized military officers is a kind of national social security systems which plays the role to maintain military stability and to provide employment security for retired soldiers. In recent years, though numerous reforms for the re-employment of retired soldiers were carried out, the contradiction that the reform policies and actual situation do not meet is emerging, which requires the government to adjust the corresponding policies and measures in accordance with the actual situation.Currently, the re-employment security policy of demobilized cadres are taken in two ways by the state: job placement and independent job seeking. Due to the south relatively fast economic development speed, more demobilized cadres choose their own businesses employment. Where the degree of economic development of the North is relatively low, leading to the result that more choose the job placement.This paper reviews the history of the evolution of demobilized cadres resettlement policies. And the problems of current national policy for the resettlement of demobilized cadres are analyzed, especially the employment in the resettlement of demobilized cadres in Shenyang City in recent years. This paper further provides detailed analysis of the current difficulties, and puts forward the suggestions of resettlement policy reform, promoting the socialization resettlement, and improving demobilized personnel transition.
