Research On The Subsistence Allowances System For Urban Poor In Hohhot

Since reform and opening up,the living standard of China's urban residents has substantially increased on the whole and initially reached a well-off level.At the same time,the laid-off and the unemployed workers of the large scale enterprises was gradually reduced urban poverty population because of turbulent effect from the urban economic and social transition period,particularly direct impact of the reform of state-owned enterprises.Together with the original "three-no persons" and some special welfare recipients the social aid coverage constantly expanded,the traditional sense of the urban social relief system has been difficult to adapt, social relief system yet to be reformed.In such a backdrop of the times China's subsistence allowances system for urban residents(in the text referred to as "subsistence allowances system") came into being.After 10 years of development,China's urban ~subsistence allowances system for urban community has become the mainstay of rescue work,relief urban poverty population,and promote social stability in the cities and towns play an enormous role,known as the social "safety net" and" shock absorber."Under the requirements of the "Notice on the Establishment of the Subsistence Allowances System for Urban Residents in the country by the State Council " in1997,Hohhot established urban residents subsistence allowances system.In recent years,the scope of the subsistence allowances for urban residents in Hohhot has expanded year-by-year,subsistence allowances standards has gradually increased and policy basis continuously improved,standardized management procedures have also been significantly enhanced.But we also found some problems in the work of the subsistence allowances,such as the subsistence allowances management are relatively weak,the degree of informationization lagged, difficult to verify the urban poor and satisfy the second level demand. Therefore,we must reform and improve the current subsistence allowances system,formulate a scientific and reasonable standard of subsistence allowances in the minimal needs,constantly strengthen the government's role in the work,and establish and improve an effective system of subsistence allowances,do the work on the basis of professional,legal and networking,establish the subsistence allowances system as a "last safety net" in China's urban social role in the rescue work.Besides the introduction,the paper is divided into three parts.The first part,analysis the theory of the subsistence allowances system in China, provide a theoretical basis for Hohhot subsistence allowances system for urban residents.Partâ…¡and Partâ…¢is the focus of the article.The second part based on the establishment of Hohhot subsistence allowances system, analysis the current development and achievements of Hohhot security system,and find out existing problems of Hohhot guarantee system.Partâ…¢combined with the specific circumstances of Hohhot;bring forward the policy and suggestions to reform and perfect the subsistence allowances system of Hohhot.Innovation points are:the paper comprehensively and systemically review the current situation of the subsistence allowances system for urban poor in Hohhot for the first time,pointing out the problems in the minimum living guarantee system in Hohhot and,accordingly put forward the countermeasures and suggestions to reform and improve the subsistence allowances system in Hohhot.
