A Study On Rural Doctor 's Demand Analysis And Allocation Strategy

Rural doctors are an important part of health personnel in our country, and will continue to serve as the main force of primary health work in the future.In 2010, the former Ministry of Health "Opinions on strengthening the construction of rural doctors" proposed that "it requires comprehensive consideration of the service area population, rural residents medical health service status and demand and geographical conditions factors, based on the principle of the convenience and optimize the configuration of health resources, develop a reasonable rural doctors configuration planning".In 2011, the State Council "Guiding Opinions on Further Strengthening rural doctors " proposed that "in principle, there should be one rural doctor per thousand population, every village health room has at least one practicing rural doctors", the provinces(municipalities) formulated corresponding configuration planning of rural doctors according to the national policy. With the deepening reform of medical and health system, new requirements for rural doctors’ duties and tasks are continue to put forward; as the need of the rural medical and health service increasing,the demand for rural doctors quantity and quality of health service are getting higher.Therefore, combining with the rural medical and health service demand and the policy environment, to analysis the demand of the rural doctors and configuration has become the focus of the human resources for health research direction in our country.Rural residents’ demand for health service is the core link and determinants of rural doctor configuration. According to the main affecting factors of health human resource configuration and the main responsibilities of rural doctors, from their basic medical and public health service tasks, respectively using the method of Health Service Demand and Task Analysis, to calculate the demand for rural doctors and put forward suggestions for rural doctor configuration standard and strategies.we calculate national rural doctors demand is 164.9 ten thousand, including 39.9 ten thousand doctors in the Eastern, 75.6 and 53.2 ten thousand doctors in the Middle and Western. Configuration standard is 1.88 doctor per thousand population, the Eastern, the Middle, the Western is 1.48,2.31, 1.90 doctors per thousand population respectively.Results showed that the rural doctors configuration level of the quantity and quality are constantly improve,but there are still many problems.From the overall level, configuration level of rural doctors has reached national policy requirements, but still can’t meet the demand of rural health services for rural doctors configuration request;from the local perspective, there are still some provinces did not meet the policy requirements of rural doctors configuration, compared with the demand of rural doctors, the eastern region excess configuration, inadequate configuration in middle and western areas.Based on the above analysis, the study propose the following recommendations: o reduce the configuration standard appropriately for the Eastern region, and improve the configuration standard for the Middle and Western region; to establish rural doctors configuration of dynamic adjustment mechanism, the village doctor exit mechanism, to improve the quality of rural doctors configuration, improve their service level.The results of this study have reference significance all levels of government to develop and implement rural doctors configuration policy, has certain practical significance for promoting the construction of rural health personnel, and enrich and expand the health human resource configuration in our country research.
