A Study On The Construction Of Policy Evaluation System In Minhang District Of Shanghai

Policy evaluation, working as a political behavior that synthetically judges and evaluates the benefit, efficiency and value of public policy, plays a significant role in the process of public policy. Policy evaluation is the important basis to consider the extending, improvement and termination of the policy, decides the work quality and value guidance of the government sector, and eventually has effects on the optimal allocation of public resources and good social image of public sector. Therefore, it is very essential and crucial to carry out the policy evaluation.On account of the factor of policy evaluation called ‘four generations policy evaluation theory’, as well as the policy evaluation built by the western developed countries, this thesis points out that we should specify the normative policy evaluation in following ways, which is to set up the independent policy evaluation assessment institution, choose polynary main body of policy evaluation, define the range of policy evaluation, build meaningful target system of policy evaluation, and specify the usage of policy evaluation process and result.Minhang district of Shanghai introduced ‘About the implementation of measures for the policy evaluation’(‘Measures’ in short) in 2012. These Measures establish a sound evaluation system and organization, form a wholesome specification of evaluation process, and adopt a policy evaluation index system. Serving as the typical case to build a policy evaluation for local government in China, the policy evaluation system in Minhang district is meaningful in building policy evaluation system and promoting the work of policy evaluation in China. By analyzing the Minhang case, this article argues that building the sound policy evaluation system needs firstly, the well-established legal system as a security. Then it is necessary to set up the independent and professional policy evaluation organization to make sure the evaluation work is independent and professional. Besides, it is also important to develop non-governmental third-party evaluation organization,which will make the evaluation multi-subject to ensure the objectivity andfairness of the policy evaluation. Eventually, it is supposed to construct scientific and normative evaluation theory and method to adapt to policy evaluation practice in China.
