The Proposals And Suggestions Study To Some Problems Of Planning Management In Xian High-Tech Development Industries Zone

After 20 years' development, the Hi-tech Zone has become a base for the development of hi-tech industry, as well as a new community representing the modern civilization of socialism. In the process of its construction, planning construction is one of the most import parts, but in practice, many problems concerning planning management have been cropped up. Taking the planning and management of Xi'an Hi-tech Zone as the research target and focusing on the moderately-shaped and typically new area, this paper gives a diagnosing analysis of the current conditions of planning construction of the first and second project. It also conducts analysis and research on the land use, public infrastructures, and traffic of this area, placing emphasis on the main districts of Gaoxin Road, Tangyan Road, Keji Road, and the Southern Tuanjie Road. In terms of research, the factors which are not favorable for the coordinated development of the Hi-tech Zone are figured out in this paper. Through the mechanism of planning management of Xi'an Hi-tech Zone, this paper makes a study to decision mechanism, operational mechanism, feedback mechanism of planning management, gives a deep analysis of inner reasons for some problems in planning management. Taking the hi-tech zones in Beijing and Tianjin as examples, from the perspective of the distribution of functions, direction of development, the construction of the city public suited infrastructures, as well as the coordinated development between the secondary and tertiary industry, it analyzed and concluded their plans and measures to attract foreign investment, to improve the functions of the city, to obtain better results of the economic development, and finally to reach the goal of regional coordinated development. We can draw experience for planning and management of Xi'an Hi-tech Zone from them.
