With China’s urban population continues to grow over the past decade, the rapiddevelopment of economic construction, city departments, and the industry’s increasingdemand for land, people and land increasingly acute contradictions. How rational useand optimization of limited land resources, implementation of land use planning, hasbecome the core task at this stage of land management. Land-use planning involvesthe urban population, industrial policy, investment institutions, such as the social andeconomic environment in many aspects, is a complicated systematic project, itrequires policy makers in advance of the consequences of various policy measuresmay produce quantitative and dynamic analysis to make decisions based onevidence-based foundation. Currently, there is a tradition of our country to carry outthe land use pattern of low operational efficiency, data management complexity, lackof concentration and other data storage problems, so exploring the land use GIStechnology to work, the development of land-use decision support system for landmanagement and business departments to provide basis for decision making and theimportance and usefulness of information services has become increasingly apparent.In this study, the status of urban land use and planning carried out a detailedbusiness analysis, land use regulation in new construction land based business lines,using object-oriented modular design method, select component-based GIS productsArcGIS Engine platform, select the object-oriented development language Visual C#as a development tool, SQL Server2008relational database as spatial data carrier,designed integrated computable general equilibrium model for decision-makingmechanism to case-based reasoning technology as the driving force of land-usesystem functional design and implementation of decision support systems, and the system is studied in detail.The system can achieve land use planning map browsing, information,population projections, construction land demand forecasting and index configurationand other major business operations and the integration of automated processing,which explores the business of land use planning process centralized management ofdata, in order to improve decision-making related to land use planning services.In the end, the research methods applied to a specific thesis examples of land useplanning simulation, through the practical application of specific business, thissystem proved the applicability and enforceability.In applied research, the urban land use decision support system is applied to theland use Baise instance simulation, geography case library constructed in Baise City,according to local conditions, the correction CBR inference algorithms, whilematching the appropriate CGE model, Baise City population and urban constructionland demand predicted, while new construction land simulated configuration, andfinally discuss the applicability of the system.
