With the acceleration of China's urbanization process, urban planning techniques have become increasingly demanding, Urban planning and construction is facing increasingly complex spatial relationships and spatial decision. The development of computer hardware and software technology, information technology and the paperless office has become the developing trends in all walks of life. Traditional urban planning is carried out in two-dimensional space, and the two-dimensional drawing is the main manifestation of the planning results so that with the bases of two-dimensional drawing the environmental issues and the advantage and disadvantage of planning can hardly be judged for different designs. Urban planning and management based on the traditional two-dimensional renderings of the plan and planning decisions has been unable to better adapt to the rapid development of the city, cannot meet the needs of urban management, and has been replaced by a "digital city", "smart city", which undoubtedly provides a brand new urban planning, construction and management tools.With the progress of the three-dimensional GIS technology, this paper combined the application requirements of the relevant characteristics of urban planning with urban planning and construction method Skyline dimensional decision support system based on three-dimensional model of the city, Skyline components and secondary development interface, theory and methods of spatial analysis functions for a more in-depth study. The main content of this paper include:(1)With high accuracy of the model and the real texture to restore the real physical world cities, urban planning manager can go to the scene in a virtual city with a comprehensive, quick and intuitive understanding of information planning project, This paper based on the research study of existing three-dimensional modeling methods and comprehensive comparative analysis, selected a 3D modeling method, which is short, authenticity, high precision, suitable for building and managing three-dimensional model in urban planning.(2)According to the basic demand of city planning,such related theory and method of space analysis function in TerraExplorer Pro as visibility analysis, profile analysis, and sunshine analysis were researched and the way to realise thevisibility analysis and profile analysis were compared and improved.(3)According to city planning workflows and requirements, combined with urban planning priority needs, research planning and decision support system auxiliary analysis principles and methods was researched. Skyline software functional components and secondary development interface, and such main function of the three-dimensional urban planning decision support systems as multi-screen multi-program comparison, red concessions analysis, limited height analysis were used to not only make urban planning be visually displayed into a virtual environment in assistant decision making system in a clear way, but also to do different space analysis to reasonable and reliable result, reaching the goal of assistant decidion making and improving the efficiency of city planning and management.The system can improve the customary two-dimensional approval environment, which makes the engineering and construction sector have a better understanding and approval from different angles.With comprehensive real sensory experience, it is more conducive to identify and resolve problems and improve consultation design deficiencies and defects, planning content, quality and the planning progress effectively.
