GIS provides a strong support for the increasingly complex urban planning. It helps planners to solve practical problems. But GIS is not generated for urban planning. It can not be directly used for plan decisions and GIS can not meet all the needs of the urban plan. It promote a new generation of computer aided planning system--- planning support system with the different methods particularly non-GIS methods.From the development history of planning support system, planning support systems are based on the concept of GIS to developed. Business planning support system are based on secondary development of mature GIS platform.The paper will introduce three planning support system that are broadly applied in the world. They are INDEX, WHAT IF?" and Community Viz. Community Viz is the object of the paper.CommunityViz 3.3, an extension for ESRI's ArcGIS platform, consists of two components:Scenario 360 and SiteBuilder 3D.Scenario 360 is an extension for ArcGIS Desktop. Planners, resource managers, local and regional governments, and many others use Scenario 360 to help them make decisions about development, land use, transportation, conservation and more. A GIS-based decision-support tool, Scenario 360 "shows" you the implications of different plans and choices. Both flexible and robust, it supports scenario planning, sketch planning,3-D visualization, suitability analysis, impact assessment, growth modeling and other popular techniques. Its many layers of functionality make it useful for a wide range of skill levels and applications.SiteBuilder 3D can transform 2D maps into 3D scenes directly and achieve ArcGIS map to the virtual reality in the direct conversion. Just click a few of the mouse, SiteBuilder 3D quickly creates realistic, interactive, geospatially accurate 3D scenes from 2D maps. It helps decision-maker to grasp the program in object spatial relationship with each other and compare the impact of different options.In this paper, it is the first time that detailed and completely introduced the CommunityViz 3.3 version in our country. It also introduced software application of CommunityViz steps, technique, decision support tools and results analysis. The paper discussed the possibility of using the system in our country's urban plan. Finally, CommunityViz software was used in a way comparison of the two scenarios, and it show advantages of quantitative analysis and visual.
