"Digital City" is one of the core technologies of Geographic Information Systems (GIS). GIS is the main tool for urban spatial information expression and management. With the rapid development of three dimensional GIS technology, cooperative computing, distributed data management, integrated structure, Internet interoperability of the different GIS systems make all kinds of services and applications in three-dimensional model become possible. It greatly expands the scope of GIS applications and services. For the planning industry, the application of three-dimensional urban planning decision make use of three-dimensional GIS, remote sensing information technology, through the creation of spatial database and comprehensive integrated management the digital, networking form of the various city's survival and development infrastructures, to achieve three-dimensional visualization, virtual management information systems and other functions in urban planning process. Application of three-dimensional urban planning decision is very important to promote rational planning city and to realize urban sustainable development.Currently, three-dimensional GIS applied to urban planning decision encounter the following problems:Firstly, how to organize massive amounts of three-dimensional model data, DOM data, DEM data, and planning business data reasonably, Secondly, how to use spatial data based on the results of existing and planning results and to service with three-dimensional spatial data provided by Web. Thirdly, in TB level of the city data, how to use the database for efficient and reasonable storage and dispatch. Fourthly, how to integrate urban planning business processes and three-dimensional GIS effectively, which provide the planning application decision support aid.This paper analysis and summarized the main features of GIS software platforms and their applications area, for the business applications and requirement of Chongqing Urban Planning Bureau, reorganizing the business processes for its planning, combined with the demand of system functions designed three-dimensional data model, DEM, DOM and integrated planning business data storage and management of database on the basis of studying existing data in Chongqing City; and among the system involves three-dimensional data structure, data organization and management of three-dimensional, three-dimensional visualization of the critical techniques are discussed; On this basis, using the Citymaker based on the three-dimensional GIS platform to design and to perform three-dimensional planning policy support system in Chongqing City. Design and Implementation of the system in Chongqing Planning faculty, runs well. It has proved the feasibility of the proposed method and has great promotional value.
