Since the industry revolution, the world’s greenhouse-gas emissions increased sharply,which has draw attention of every country in the world for climate change. The Chinesegovernment, as a responsible great power, reacts actively, and put forward a serious ofdevelopment plans and improvement requirements for energy conservation and pollutionreduction. Henan Province, which located in the middle of China, developed fast since thereform and opening up, and become one of the most influenced province of China. In recentyears, Henan Province states the idea that economic development in central plains andcoordinated development in three conversions—standardization, serialization andgeneralization, trying to attach equal importance to both economic increase and developmentquality. Therefore, Henan will build an energy-efficient, environment-friendly developingmode as energy efficiency is improved, and greenhouse-gas emissions are cut. This paper usesthe disposable energy consumption data, final energy consumption data, and disposableenergy consumption data of large enterprise in different area of Henan Province to estimatethe carbon emission of energy consumption and to work on its laws. By use of the per capitacarbon emissions, carbon emission intensity and other standards, as well as the methods ofTheil index and clustering analysis, this paper analyze the space-time evolution regularitiesand the differences of carbon emission in every city in Henan from the angel of space. On thatbasis, the author would like to offer for reference on the development of low-carbon economyBy estimating the carbon emission of Henan Province, it can be found that carbonemission has increased over seven times since1978and the economic aggregate has increased more than34fold with the same period. Compared to carbon emission, economic aggregateshows its lag. Industry is main factor of Henan’s carbon emission. The proportion accountedfor carbon emission brought by industry in the total assumption has been rapidly increasingand the proportion is much higher than that of economic. By comparison with the primary andtertiary industry, the efficiency of carbon emission is low.Taking use of the energy consumption data from oversize enterprises to measurecarbon emissions in different cities in Henan before the year of2006, it shows that differentareas differ a lot in carbon emission. However, the sum of carbon emissions of the top fivecities makes up over half the total emission and it increase fast. Nevertheless, the carbonemissions of cities below5million tones change slightly. To analyze the rules of each city’semissions, cities can be divided into four categories: growth form, steady form, fluctuationform, and descend form. Each form represented by the city of Pingdingshan, Anyang, Puyang,and Xuchang. The emission growth of Pingdingshan is the fastest one and it is more than14times of Zhoukou. The emissions of other cities in Henan have decreased exceptPingdingshan. Besides, the per capital carbon emissions has increased, but cities of over theaverage amount of emissions has fall into a centralized tendency.By using the method of Theil index to analyze the emission differences among thefive areas and in each city, this paper shows that the Theil index does not range obviously.However, the less difference of carbon emissions among these five areas, the lager differencein each cities. To mark the cities by their ranking of emissions, the city of Zhengzhou,Pingdingshan, Zhoukou, and Jiyuan are the original point of the four types:“high discharge-high efficiency”,“high discharge-low efficiency”,“low discharge-high efficiency”, and “low discharge-low efficiency”. On this basis, the author clustered the carbon emission andefficiency of each city, and found that the GDP and population of “high discharge-highefficiency” cities are lay51.8%and43.3%of the province, which indicate that more than halfof GDP and population of the province are in the state of “high discharge-high efficiency”.Meanwhile, that of the six cities of “low discharge-high efficiency” lay24.7%and38%ofthe province. Cities of “low discharge-low efficiency” include Hebi, Sanmenxia, Jiyuan. TheGDP and population of these cities are at lower state, so does the source efficiency. Afteranalyzing the change and trend of carbon emission and efficient types of each city,72%of thecities do not change their carbon emission and efficient types. Nanyang increases its carbonemission and change from “low discharge-high efficiency” type into “high discharge-highefficiency” type. Anyang and Jiaozuo turns from “high discharge-low efficiency” to “highdischarge-high efficiency” type.Accounting from the results above, the author put forward some suggestions belowfor further development. Henan should pay attention to the use of clean energy and advancedtechnology to approve the energy efficiency and reduce the carbon emissions in the futuredevelopment. They are supposed to make full use of their geographical advantages oftraditional agriculture to develop the competitive industries. At the same time, manufactureand the tertiary industry should be given the same support, accelerating industrial structureadjustment, and decreasing the economic dependent on energy. Different areas need toenhance their cooperation, making full use of resource advantages of each area, to improvethe development efficiency through complementary of advantage resource. Most areas ofHenan are in the stare of high discharge, which make the key point of future development turns from developing rate to developing quality. Therefore, a healthy developmental patter ofecological civilization and friendly environment will be formed.
