As we know more and more about the environmental problems, environmental impact assessment is becoming more and more important to protect our ecological environment. In recent years, the scope and the lever of environmental impact assessment is extended, appearing the regional environmental impact assessment and strategic environmental impact assessment. However, we ignore the cumulative or pulling effect in the environmental impact assessment. It is a relatively new subject, especially for the industry of high-speed rail.Cumulative or pulling impact assessment is the process of analysis, forecast and evaluation of human action on the cumulative effect. It is to prevent the cumulative or pulling effects occurring and reduce the harm of it. Regional development activities are significant, far-reaching and complex to the environmental impact, leading to serious ecological environmental events usually. The research on cumulative or pulling impact assessment to the regional development activities has very important significance.According to the domestic and foreign research, it makes use of the scenarios analysis and the analytic hierarchy process, obtaining the result of cumulative impact assessment with the comparison between the two scenes. According to the carbon trading situation, this thesis uses the opportunity cost theory to study the regional ecological environment assessment, trying to illustrate the degree of effects on the environment. According to the verification of this thesis’ example, the scenario analysis method can be used to clearly identify the cumulative effects. With other methods in combination, we can get the extent of the cumulative or pulling effect and the combination of qualitative and quantitative results of cumulative impact assessment. The research on cumulative and pulling impact assessment of regional ecology environment about the high-speed rail provides a useful reference.
