Construction of the high-speed railway in China promotes the economydevelopment of region along the rail. The high-speed railway becomes the newpower of the regional development. At the same time, it also has negative effects toenvironment. While people pay more and more attention to the environmentalimpact assessment of high-speed railway construction, there are further improvementand specification in its content and procedure. Cumulative and pulling impactassessment of regional environment along high-speed railway is rarely considered,but the cumulative effect in time and space is usually very important and should notbe ignored. The effect is the long-term effect of the construction projects in the past,present and future, and the effect is beyond the ability of environment system on thespatial and temporal scope in the region. Therefore, researching on assessmentmethod of environmental cumulative and pull effect in high-speed railway region isof great significance.Based on analysis and review literature, firstly this paper analyzes the contentand methods of environmental cumulative environment impact assessment, andin-depth research on pulling environment impact using carbon dioxide asrepresentative impact, providing the theoretical foundation for assessment models ofcumulative and pulling environment impact.Thirdly, combined with the characteristics of regional environment systemalong high-speed railway, the paper establishes a system dynamics model. Theregional environment system is divided into three subsystems: economic,environment and pollution subsystems. Each subsystem is refined into a number ofstate indexes. Set up feedback relationships between each state index and varioussubsystems, using matrix method, analytic hierarchy process and other methods toestablish comprehensive evaluation model of cumulative environment impactassessment and putting forward environmental threshold in high-speed railwayregion. At the same time, the opportunity cost theory is used to build assessment model of carbon emissions pulling impact and calculate carbon emissions andopportunity cost.Finally, Chang-Yi high-speed railway is taken as an example to make itsassessments of cumulative an pulling environment impact, putting forward relatedenvironmental protection measures to further deepen research on assessmentmethods of cumulative and pulling impact in the high-speed railway region.It has provided the beneficial reference both for theory and method research onassessment methods of cumulative and pulling environment impact in high-speedrailway region, also putting forward the new direction for monitor research of thehigh-speed railway regional environment system.
