In the 21st century, the cities will be the first to enter the information society, "Digital City" shifts gradually from concept to reality. City Basic Geographic Information Platform makes some digital storing and descriptions by massive data integration approach, and provides a unified basic data framework to urban information applications, and it is the core of Digital City building. With the development of the city, we need urgently to change the present situations, such as management distributed, a low utilization rate, and existing mostly as the forms of graphic and tables in City-based Geographic Information data, but advanced GIS technology have the ability of space inquiries and analysis flexibly and efficient to achieve the integration of graphic-text and mass data management, so to establish City-based Geographic Information System has become the trend of City Information Construction.In this paper, with the real situations of Ganzhou City building, I first had introduced the characteristics and the development status quo of the City-based Geographic Information System; followed that, based on the analysis of goals and principles of the system, made the system design, including system demand analysis, system design principle, system structural design, system function design, the choice of the development platform, development kit and the system software and hardware environment, and analyzed the functional requirements of modules in the system, then developed a basic geographic information classification and coding programs of Ganzhou; then designed the spatial database of Ganzhou-based geographic information system; Moreover, solved the key problems, such as space vector data quality checklist automation, GIS attribute data lossless output, and geographical factors combined coding; final used the Microsoft Visual C#. NET 2005 language, Oracle 9i and ArcGIS Series Software to develop the Ganzhou-based Geographic Information System, achieved the processing, Storage, Search, display of basic geographic data and other Key features.
