Changsha County, The New Rural Cooperative Medical Status Quo Analysis And Evaluation Of Effects

Objective: To investigate the work of cooperative medical system (CMS) in Chaagsha County, explore thestatus of new agricultural medical cooperation experimentation analysis and evaluate the effectiveness of the county's project, founding out the existing problems and providing the thereunder of desition-making for CMS.Methods: According to research purposes, acquire database from Hunan CMS network database (Oracle relational database), and transfer it into Excel, After that, processing and verification the data. Verification includes the correctness and completeness of the data. Computer inspection was carried out under the SAS program.Computer inspection includes: computer database checking, Missing values checking, outliers checking, data calculation checking, important logical relationship checking.Manual inspection includes: According to the results, Some suspicious data would be checked by manual or by asking the relevant personnel.Adopting SPSS13.0 and SAS9.0 statistical software to analysis and evaluate the data from 20 villages and towns in Changsha County. Then adopting RSR to make a comprehensive evaluation of CMS in Changsha county.Results: First, the ratio of the farmers in Changsha couty participating in CMS was steadily increasing. The ration in 2003 was 66.37%, in 2004 was 90.09%, in 2005 was 95.96%; the ratio of Langli village,Huangxing village,Xingsha village in 2005 even reached 100% indeed reduced the the disease burden of the famer; Second, the experimentation in Changsha County benefit ratio is gradually improving, the retion in 2003 was 2.61%, in 2004 was 3.30%, in 2005 was 6.17%. but compared with the population, it is still relatively low; Third, the number of clients in Changsha county is steadly increasing, the number in 2003 was 11572, in 2004 was 18551, in 2005was 36370, the farmers were releasing the suppressed demand for medical treatment; Fourth, the average hospital costs of the farmers is increasing, the cost in 2003 per famer was 3433.55 yuan, in 2004 was 3565.71 yuan, in 2005 was 3839.69 yuan, supervision of medical institutions and meadicine using should be further strengthened to control expenses; Fifth, the results of RSR analysis show that Langli town and Jinjing town are the most effctive town in implementing the work, but the Beishan Town, Baisha town and Jiangbei town is less effective and their work should further strengthened.
