Public Hospitals In China " Pipe Separate " Study On The Problems And Countermeasures In

Public hospitals in china, the essential form of public medical products, have been marketlized in the recent years because of the unefficience of governmental supervision. The main reason in the institutions is " uniform of management and enforcement" of the public hospitals. So this paper tries doing some research on the police of separating management from enforcement".Over last twenty years, the reform of Chinese stated-owned hospitals has been orientated to marketlization, which has copied the style of the state-owned enterprise reform. It should be pointed out that the reform has not been successful and fallen into dire straits. The symbol of the mature of the medical reform is the police of "separating management from enforcement", which, firstly ,rationalizes the relation between the government and the public hospital, and secondly , separatesthe decision-making from the enforcement. The police's essence is strengthening the administration and improving the efficience of the government to make it to play a better role in monitoring public hospitals.For these years,more and more experimental reforms have been done now and there in China. By analyzing the Shanghai model, Wuxi model, Haidian model, and Weifang model , this paper shows that all the practices of the separation reform have met the guidelines of the state and coped with the present situation in china. Although the direction of the separation reform of all the models is not wrong, a few problems, which cannot be neglected ,have been exposed in the practices .Monitoring public hospitals is the common responsibility of all the states, and the developed countries have achieved many good experiences worthy being learned and studied by our country .The related practices of US ,Germany, and England, indicates that the medical administration reforms have all met the need of resolving the issues respectively then and have a deep background of modern administration reform.Due to many experimental practices for these years , generally ,a market of separation reform systems has been built in China, which is beneficial for us to understand which one is better and make an efficient choice to enforce the separation police .From the present practices ,we can see that the separation reform is complicated and many factors should be taken into account .In order to resolve the problems exposed in the practices, the following countermeasures should be taken : establishing a fairness-prior-aim to reform;updating the administration idea, deepening the reform of administration, transforming the measures of monitoring public hospital; reshaping the medical system and public hospitals ; establishing the backing system of public hospitals; setting up governance structure and not building new institutions outside public hospitals; perfecting the monitoring systems to public hospitals to ensure its public traits; arranging the cut-down people properly.
