The Coal Mining Industry, Construction Project Occupational Hazard Evaluation Report Quality Research

Background:To carry out the occupational hazard assessment is the defined legal in "the Occupational Disease Prevention Law of The People's Republic of China". To standardize the assessment of occupational hazards in construction projects, particularly in the coal mining construction projects of the largest population, develope the technical guidelines of the occupational hazard assessment, is of great significance to the prevention, control and elimination of occupational hazard from the source, and to the improvement of the quality of occupational hazard evaluation report. By the surveys of occupational hazard evaluation of the coal mining construction projects, this research collect occupational evaluation reports of the coal mining construction projects,and analyze the problems of the reports,and put forward countermeasures and suggestions, to provide the basis for the technical guidelines of occupational evaluation of the coal mining industry.Object:To Investigate and analyze the production technology of coal mining construction projects, and find out the distribution of occupational hazards.To see the situation of the construction project occupational assessment of mining carried by the occupational health services and technology institutions;To analyze the problems existing in the reports of construction project occupational assessment, then find out the reason and propose the advice.Methods:According to the rank of production of raw coal in different provinces, as well as the construction project occupational assessment carried by the occupational health services and technology institutions,4 institutions were chosen in random, and then the reports of construction project occupational assessment,carried from the time of the 4 institutions getting the capability of grade A on by the 4 institutions, were analyzed, and the result of analysis was assessed.Results:In this investigation, there were totally 47 reports carried by 4 institutions that have the capability of grade A, and 3 of 4 institutions were in the top five provinces of the rank of production of raw coal in China.The rate of prevention assessment, control assessment and design of protection facilities according to the law is 4.8%;the institutions in the investigation all had the capability of grade A, referring 98 evaluators, and the difference of the constituent ratio of evaluators titles, education, qualification of assessment is no statistic signification (P＞0.05); in prevention assessment reports and control assessment reports, there were such problems as incomplete assessment basis, single assessment method, incomplete identification of occupational hazard, insufficient assessment of occupational hazard protection facilities, especially the identification of hazard and incomplete assessment; there was also a problem in prevention assessment that analog selection is incomparable. In addition to several indicators, there was no statistic signification among the constituent ratio of the problems existing in the reports of the 4 institutions and the constituent ratio of the problems existing in the indicators (P＞0.05). The score sheet to qualify the occupational hazard evaluation reports is desig ned according to the findings of the investigation. Ask different evaluators rate the reports, the rates of evaluators results in good agreement (ICC＞0.75) by the statistical analysis.Conclusion and advice:The work of the construction project occupational assessment is carried in order, but its quality is supposed to improve. One of the methods is to promote the professionalism of the evaluators, make the assessment standards of industry. The development of the score sheet to qualify the occupational hazard evaluation reports, can be used to assess the quality of reporting effectively,and find out the problems, and supply the reference for the supervision and management of the health administrative departments.What is more is to research new assessment methods, develop the depth and wideness of prevention assessment of occupational hazard, make guide about construction project assessment of mining, regulate construction project assessment of mining, carry the assessment of occupational hazard of mining exactly and effectively.
