But when I find and read relevant literature, There is almost no literature or research about the local government Internet-governance. So this paper Put Yangzhou, where I live and work as a foothold, Apply the theory about "government regulation"、"gatekeeper" and collaborative governance,use the method of Literature research、the method of data analysis、the method of empirical research to analyze the effect、the problems of Internet-governance and propose countermeasures, Combining with the experience at home and abroad as follows:First, clear the scope and purpose about Internet governance of The people’s government of YangZhou, including improving the ability of network public opinion monitoring network information security、ensuring the safety of network information、reducing the occurrence of cases involving the Internet.Second, clear lead department about the Internet governance.Third, establish a unified network public opinion monitoring and early warning mechanism,including tying to manage the information releasing channel of major unit in Yangzhou, focusing on the implementation of the network real-name system of famous BBS in yangzhou, using a new method to control the new media information release.Fourth, implement the mobile phone real name system to protect the network information security.The last, use the technical means to reduce the occurrence of cases involving network.
