The social competition is more and more vigorous along with arriving of network economy and knowledge economy. Either nations or enterprises are full of competition. And the focus of the competition is gradually turning to human resource from the supply of original material and marketing. If we regard a war as competition, the competition of human resource will doubtless be make battlefield in main. That is why the competition of human resource depends on the progresses of science and technology and the promotion of administration .And those o can not get away from the human resource again .Thun, the modern competition is a kind of competition about human resource or person with ability in fact. This kind of competition will expand from domestic to whole world immediately along with entrance about WTO .In other word, the internationalized characteristics that it owe is in common.The Oil Extraction Four Factory of North China Oil-Field is facing with competitions from domestic and international as energy resource industry .enviroment of surviveship and development doubletless is more and more development more rigorous. This text analyze the present condition about The Oil Extraction Four Factory of North China Oil-Field from inside and external environment factors, Consequently, analyze the superioty and weakness, opportunity and threaten.
